Department of Energy, Richland Operations Office is seeking sources to
provide Microsoft computer training in accordance with the following
statement of work: A.1 GENERAL REQUIREMENTS. A.1.1: Scope of Work
(Objectives): The contractor shall provide Microsoft computer training
services to the U.S. Department of Energy, Richland Operations Office
( DOE RL) personnel. The primary course location will be the
Tri-Cities (Kennewick, Pasco, or Richland Washington) or at the DOE-RL
Hanford Site. The contractor shall provide computer labs, student
materials, and instructors for the applications described below. There
will be no more than one person receiving training on a computer at
one time. This training shall be hands-on computer training, directed
towards personnel with little or no previous experience with Microsoft
Office products and a mix of skill levels. This training will provide
an introduction to Microsoft computer applications such that upon
completion of the training the trainee can start using the software
applications. A.1.2 The contractor shall provide these courses over a
period of three to four days to consist of the following Microsoft
Office 97 programs: Intro to Microsoft Office 97; Microsoft Word for
Windows; Microsoft PowerPoint for Windows; Microsoft Access for
Windows; Microsoft Excel; Outlook 97; and Basic Internet Use. Courses
will need to be provided several times over the next few months to
accommodate the expected number of students. The number of expected
students will vary with a minimum of 200 and a maximum of 400. Each
student shall be provided an individual training work station
(computer) with no more than twenty-five (25) students per class.
Training for all students shall be completed by January 30, 1998. A.2
APPLICATIONS A.2.1 Introduction to Microsoft Office 97: This shall
include a basic introduction to and instruction on the Office 97
environment and how all other applications can interact and work
together within the Office 97 environment. Topics shall include file
management, disk management, control panels and help features. A.2.2
Microsoft Word for Windows: The instruction for this course shall cover
the transition from WordPerfect 5.1 for DOS and 6.1 for Windows to Word
7.0. It shall present basic topics of the Word 97 application to
include how to create a document, printing features, editing, move and
copy text, formatting, proofing, automatic text features, and how to
import files from other sources. A.2.3 Microsoft PowerPoint for
Windows: The instruction for this course shall cover creating and
editing presentations, printing, proofing, working with objects,
WordArt, Clip art, slide shows, adding charts, etc. The student shall
gain a basic knowledge in the preparation of presentations and have an
overview of the DOE RL format for PowerPoint presentations. The macro
format will be provided by RL to the contractor. A.2.4 Microsoft
Access for Windows: The instruction for this course shall introduce the
student to Access design and use. Course will cover, at a minimum,
designing a database, viewing, editing, deleting records in a database,
creating and working with tables, creating queries and reports, and
creating and using forms. Please Note: Due to the higher level of
training this class may not generate as much interest as the other
classes. A.2.5 Microsoft Excel: Students shall be instructed in how to
create, modify, print and format spreadsheets, editing techniques,
managing directories in Excel, working with multiple spreadsheets,
working with charts, and importing files from other sources. A.2.6
Outlook 97: This application will replace the current cc:Mail and
LanCal applications now being used at the Hanford Site. Students shall
be instructed on how the new applications work independently and
within Office 97. How Outlook 97 is used as a communication tool,
personal information manager, and as an interface with Internet mail.
A.2.7 Internet Use: Students shall be introduced to the basic features
of using the Internet, including understanding how the Internet works,
how to connect to the Internet, searching the Internet, using Netscape
Navigator, basic search tools and programs, and E-Mail basics. A.3
DELIVERABLES A.3.1 Training sessions for RL personnel shall be
developed and ready to begin instruction by July 28, 1997, with the
majority completed by November 7, 1997. The class schedules shall be
arranged so that students can attend only those applications they need
to attend. The classes shall continue in order to accommodate those
students who may not be ready to take classes until the actual
transition to Microsoft Office 97. A schedule of classes shall be
established that permits DOE-RL personnel to complete the training no
later than February 6, 1998 with a majority of the students completed
by November 7, 1997. QUOTATION INSTRUCTIONS: The U.S. Department of
Energy, Richland Operations Office (DOE-RL) anticipates awarding a
firm-fixed-price purchase order for the services described in this
Statement of Work. Offerors are requested to submit competitive
quotations and qualification statements that include the following: 1.
Certifications and experience in delivery of this type of training and
a contact name and phone number of customer who is willing to answer
questions as a reference. 2. Cost Quotation which includes breakout of
travel expenses in accordance with planned course delivery. Allowable
Federal Travel Regulation rates for the location of course delivery
are as follows: Hotel Allowance: $ 50.00 Per Diem (Meals) $ 30.00
