505-845-6072. The U.S. Department of Energy (DOE), Albuquerque
Operations Office (AL) intends to issue a competitive Request for
Proposal for a support services contract to 8(a) firms qualified under
SIC 7371/$18 million. The successful contractor will provide the
maintenance, modification, and development support for all
communications and administrative software that currently exists or
which will be developed or acquired in the future for the DOE/AL
Transportation Safeguards Division (TSD), Security Communications
(SECOM). The primary function of the SECOM system is nationwide
communications coverage in the Continental United States in support of
TSD+s transportation mission. These support services will directly
support TSD+s communication and administrative systems development and
programming, and will improve and enhance the safety and security of
transporting nuclear material. A brief description of the support
services to be provided include: 1) Software maintenance -- the
maintenance, modification, and enhancement support for all
communications and administrative software that currently exists or
which will be developed or acquired in the future, consistent with the
security regulations and existing operational and development
requirements. This includes communications software that is used by
SECOM for tracking convoys as well as software that is used by various
TSD branches. Software examples include FORTRAN 5, 77, -C-,
Powerhouse, Assembler, Infos 2, and SQL; 2) Software development -- the
development, implementation, and integration of new software that is to
be used to support TSD+s Communications and administrative systems
development and programming, and will improve and enhance the safety
and security of transporting nuclear material. The general requirements
is to support the communications and administrative activities that
currently exist or which will exist in the future, consistent with the
security regulations and existing operational and development
requirements. This support will comply with the Transportation and
Control Security Plan, Administrative Security Plan, Alternate Control
Center Security Plan, and all Quality Assurance requirements; 3)
Software documentation -- the preparation of complete documentation for
each program modified or developed. The system documentation shall
include program flowcharts, in-line documentation, narrative
descriptions, input/output format descriptions, and file description;
4) Hardware support -- providing hardware support at TSD+s DOE/AL
facilities to include the SECOM Control Center, the Alternate Control
Center (ACC), the AL; Amarillo, TX; and Oak Ridge, TN Courier Sections,
and the five remote relay sites throughout the continental United
States. The hardware support includes installing peripheral devices
such as terminals, printer, communication adapters, multiplexors,
modems and all associated hardware, switches, connectors, and cabling.
All existing hardware configurations and any future hardware
configuration changes will be documented. Support will be provided for
existing hardware as well as new hardware development or acquired in
the future; 5) Documentation support -- providing documentation support
for SECOM activities and shall consist of preparing or modifying
security plans, quality assurance plans, and procedures; 6) Special
Studies -- providing special studies resources to ensure that proper
input and technical expertise is available for conducting research and
analysis of ongoing and modernization requirements; 7) Program
management -- providing program management support to ensure proper
input, technical expertise, scheduling, and logistical support are
available for the contracted effort. The government reserves the right
to contract via small business set-aside or full-and-open competition
if less than two 8(a) qualified firms under SIC 7371/$18 million
