Test, Measurement and Diagnostic Equipment (TMDE) Activity (USATA) is
responsible for a TMDE Modernization Program (TEMOD) directed toward
acquiring state-of-the-art, commercial/non-developmental electronic
test equipment. The new equipment will be used to standardize the
inventory and replace existing obsolete test equipment. A draft
specification has been developed for a Local Area Network (LAN)/Wide
Area Network (WAN) Internetwork Analyzer. The Analyzer will be portable
and will utilize open architecture. It will be able to perform network
troubleshooting and analysis on current protocols and be readily
upgradeable to include future protocols, monitor, decode, and display
LAN and WAN data traffic through all seven layers of the Open-Systems
Interconnection (OSI) reference model, perform real-time statistical
analysis of network traffic (including LAN traffic over WANs), simulate
and emulate network protocols, analyze protocol errors and link
utilization, and perform complete Bit-Error-Rate Tests (BERT). The
Analyzer will be capable of interfacing with and testing Ethernet, Fast
Ethernet, token-ring, Fiber Distributed Data Interface (FDDI), and
Asynchronous Transfer Mode (ATM). A questionnaire will be developed to
assist the Government in defining the final specification by providing
information about the technical capabilities of available
commercial/non-developmental LAN/WAN Internetwork Analyzers. No
decision has been made at this time as to the type of procurement,
i.e., full and open competition versus small business set-aside.
