66 -- FACS VANTAGE CELL SORTR, A ION LASER TECHNOLOGY ARGON LASER, A COHERENT 599 DYE LASER PUMPED BY A COHERENT INNOVA-90+6A ARGON LASER AND A COHERENT MODEL 302 2W KRYPTON LASER SOL RFQ-70126-NV POC Debbie Moore, Purchasing Agent 301/402-4509, Trish Haun, Contracting Officer 301/402-4509 This is a combined synopsis/solicitation for Commercial Items (CI) prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. RFQ Number RFQ-70126-NV will be issued to Becton Dickinson Immunocytometry Systems(BDIS), 2350 Qume Drive, San Jose, CA, 95131-1807. This notice of intent is not a requst for competitive proposals. Interested offerors may identify their interest and capability to meet the Government requirement by submitting a capability statement which must contain sufficient information to determine if the type of system proposed meets the Government's needs. All capability statements must be received within 20 days after the date of publication, close of business (5:00PM) EST. This solicitation document and incorporated provisions and clauses are those in effect through FAR Circular 90-46. The National Cancer Institute proposes to procure from BDIS on a sole source basis a FACS Vantage Cell Sorter, a Ion Laser Technology Argon Laser, a Coherent 599 Dye Laser Pumped by a Coherent Innova-90+-6A Argon Laser, and a Coherent Model 302 2W Krypton Laser. In addition, optional equipment for the FACS Cell Sorter, such as a filters, detectors, and optics, to support utility of the system will also be purchased from BDIS. It is believed that this is the only system which can meet the Governments needs. The product offers, in combination, advanced multiple laser technology, high speed sorting capacity (>20,000 cells/second), and compatability with existing software and equipment. The NCI Medicine Branch has a BDIS FACScan, FACSort and FACS Calibur, all of which use Cellquest, an analysis software, which is compatible with Macintosh computers and other programs currently in use on the previously mentioned BDIS single laser flow cytometers. This software compatibility permits the transfer of data from anyand all of the BDIS cytometers to any computer on the branch's network and therefore, allows the data to be analyzed independently by investigators. It also allows the flow cytometer to be utilized a peak efficiency by being dedicated to machine operation, while all analyses are performed by remote machines. Warranty shall be for a period of one (1) year, parts and labor. Training for five (5) working days for two individuals shall be included. Delivery shall be FOB Destination, inside delivery. This solicitation incorporates the provisions at FAR 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, and at FAR 52.212-3, OFFEROR REPRESENTRATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS. The latter provision includes the DUNS Number Addendum. The resulting contract will incorporate the requirements of the clause at FAR 52.212-4, CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS, and the requirements contained in paragraphs (a) and (d) of the clause at FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS -- DEVIATION FOR SIMPLIFIED ACQUISITIONS. The contract will also incorporate certain clauses cited in paragraphs (b) and (c) of the clause at FAR 52.212-5. All capability statements submitted must include a completed copy of FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS, with their offer. These representations and certifications must be signed by an authorized representative of the offeror.
