(301)480-3345 NIH intends to procure on a sole source basis to General
Electric c (G.E.) Medical Systems, 7272 Park Circle Drive, Hanover,
Maryland, 21076, for the upgrade of a Government-owned G.E. Medical
Systems 1.5 Tesla Magnetic Resonance Signa Instrument. Specifically,
the contractor shall upgrade an existing Government-owned G.E. Medical
Systems 1.5 Tesla Magnetic Resonance Signa Instrument to a G.E.
Medical Systems 1.5 Tesla Magnetic Resonance Signa Horizon LX with
related software. The upgrade will provide a better interface for the
users of the MR scanner. The upgrade will improve the image processing
speed and programmability, making on-line (real time) image display
and processing possible. The upgrade will improve the image viewing
capabilities on the scanner, image retrieval will be much faster and
three dimensional projection will be possible. In addition, the
operating platform for the upgrade shall incorporate 64 bit technology
operating at a minimum 250MHz speed and a minimum 256MB CPU Memory.
The upgrade shall allow for a multi-tasking operating environment.
Advance image processing shall be possible with other processes taking
place, including simultaneous scan reconstruction. The upgrade shall
utilize a high density 4.3GB hard drive that allows up to 20,000 (256
x 256) image capacity for high speed on line storage of a large number
of patient files. The upgrade shall provide for high speed data
reconstruction. The upgrade shall provide a minimum of 512MB (BAM) Bulk
Array Memory for High Speed Reconstruction of Image Data Sets. The
upgrade and all required components, accessories and software shall be
compatible with the Government's existing G.E. Medical Systems 1.5
Tesla Magnetic Resonance Signa Instrument. The contractor shall provide
installation and operator training. It is believed that General
Electric Medical Systems is the sole-source for this requirement under
the authority of FAR 6.302-1 because of the following: General
Electric Medical Systems is the only source that can provide an upgrade
with the capabilities mentioned above that is compatible with the
existing Government-owned General Electric Medical Systems 1.5 Tesla
Magnetic Resonance Signa Instrument. Any competing firm that believes
it is capable of providing the above requirement is invited to provide
sufficient documentation to demonstrate that capability to the
