a current contract, number 68D20185, with S. Cohen & Associates. This
level of effort cost-plus-fixed-fee contract is in its final option
period and requires the contractor to provide technical support for the
radiation programs efforts in the areas of indoor radon, airborne
radionuclides and electromagnetic radiation for the Office of Radiation
and Indoor Air. Currently, this contract provides support to the Radon
Proficiency Program (RPP) which rates the proficiency of radon
measurement devices and methods, and of firms and individuals that
offer radon related services, and provides technical support for
environmental pollutants (radon) in air to the Agency's Regional
Offices and the States. Current tasks include providing information
about program components, user fees, exams, continuing education and
participant status in the RPP. Also involved are RPP support activities
such as user fee notification and payment confirmation, examination
maintenance, scheduling and analysis, program database input and
maintenance, participant file updates, Internet website maintenance,
device performance test scheduling, program requirement compliance
checks and participant listings or delisting. Other work assignments
involve assistance in developing national model building codes for the
control of radon in new construction of homes and schools. This
requires technical input to support the development of code language
and to respond to technical questions raised by state and local code
officials. In addition radon resistant construction techniques are
exhibited and promoted at conference and trade shows that attract
builders and related target audiences. The current contract expires on
September 30, 1997. Proposals are due 7/30/97 for the follow-on
competitive procurement to the current contract with award projected
for the later part of this year. However, the effectiveness of the RPP
is dependent upon continuous, reliable operation, and the logical
progression of this and other current work, needs to be continued
without interruption. Only an extension of the present contract can
provide uninterrupted, critical RPP and model code support, Therefore,
the Government intends to extend the period of performance of this
contract for 3 months from October 1, 1997 to December 31, 1997, to
allow for the continuation and completion of critical on-going work and
the orderly completion of the current competitive solicitation. The
Government's best estimate of the additional labor hours required to
complete the existing work for 3 months is 7,000 hours. No additional
hours on the existing level of effort contract are required, only a
time extension. Only the incumbent contractor has the knowledge and
"know-how" to continue working with the on-going work without an
extensive training and start-up period. It is not practicable for the
Government to substitute a replacement contractor(s) during the
extended period of work due to the limited time work is needed and the
expense and disruption of multiple transitions. The work to be
completed during this time period requires the same expertise and
qualifications as is currently required to perform the work discussed
above. assignments under the contract. Specifically, in order to
provide technical support for the RPP and model building codes, the
contractor must have as a minimum knowledge, and the ability to respond
to all of the public and official requests for RPP information on fees,
radon devices, participant status, radon mitigation constructions
techniques, etc., and evaluate the local and state code requests. It is
not considered possible to have another firm(s) pick up the ongoing
tasks and complete them as currently scheduled because of the loss of
efficiency and unnecessary duplication of costs. Any other firm would
require extensive training and familiarization with the on-going
programs. The incumbent contractor has in place a qualified/trained
contract acclimated staff which matches the unique immediate needs of
the Agency to completethe on-going projects on schedule. Interested
parties who believe they can provide the required services are invited
to submit, in writing, an affirmative response demonstrating an
ability to immediately assume the on-going projects without disruption
to the current operations and demonstrating a cost benefit to the
Government in view of the short period of performance and the ongoing
recompetition. Any written response must be received no later than 15
days after publication of this synopsis. In order to be responsive, the
correspondence must be accompanied by a written narrative statement of
capability, including detailed technical information sufficient to
permit agency analysis in order to determine a bonafide capability to
meet the Government's requirements. Responses without the required
documentation will be considered non-responsive. This is NOT a formal
