BY STORMS OR OTHER NATURAL DISASTERS. SOL DACW17-97-R-0025 DUE 091197
POC Contract Specialist Brenda L. Martin (904) 232-2750 (Site Code
DACW17) Solicitation for two IDIQ contracts for removing, reducing
volume of, and disposing of, debris generated by storms or other
natural disasters. The U.S. Army Corps of Engineers (USACE) plans to
award two contracts against this solicitation; one for Puerto Rico and
one for the U.S. Virgin Islands. Offerors are encouraged to submit
offers for both locations; however, receipt of a contract award for one
of the locations will render the offeror ineligible for award in the
other location. Notice is given that contracts will only be awarded in
the event the Federal Emergency Management Agency (FEMA) tasks the
USACE with responding to a natural disaster during the 1997 hurricane
season. If no such tasks are issued, the solicitation will be cancelled
at no cost to the Government. The maximum value of each contract will
be $20,000,000 per year for the base year and 4 options years. Task
orders against these contracts may be priced in any of several
different ways (e.g., fixed-price for equipment, fixed-price per cubic
yard, and/or cost-reimbursement). Evaluation criteria for contract
awards will include: past performance, management plan, subcontracting
(with special emphasis on subcontracting with firms located in the
disaster area), offeror's business location, and price. This
solicitation is unrestricted (SIC code 4953; size standard $6M). All
