Provide Operations and Maintenance services to Government-owned facilities at the Naval Construction Battalion Center, Gulfport, MS. Services include, but are not limited to, maintenance, repair, and alterations for equipment, heating, ventilation, air conditioning, refrigeration; painting (both interior and exterior); plumbing; pipefitting; interior electrical; masonry; metal working; fire and security alarm systems; exterior electrical distribution systems; operation and maintenance of water distribution systems; operation and maintenance of sewage system and natural gas system; operation and maintenance of boilers and steam system for galley operation; maintenance and repair of grounds, landscaping, and surfaced areas; maintenance and repair of roofing systems including build-up, asphalt shingles, and metal; maintenance and repair of railroad trackage; maintenance and repair of Family Housing; transportation operations; pest control services, and A & E services. Potential contracts will provide supervision, labor, materials, tools, and transportation for services contracted. The Government will provide existing shop and storage facilities. This requirement is a Cost Comparison Study IAW OMB Circular A-76 to determine whether it is cost effective to contract out these services or keep in house with Government personnel. This is a negotiated procurement consisting of submission of technical and price proposals. The contract will be a combination firm fixed price and indefinite quantity contract with a base period of one year and will contain four one-year options with a total contract term not to exceed 60 months. The solicitation will be issued as a 100% Small Business Set-Aside. The small business size standard is $20,000,000. (0205)
