(405) 442-3225 or 442-4315 This is a combined synopsis/solicitation for
commercial items prepared in accordance with (IAW) FAR 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
DABT39-97-R-0009 is issued as a request for proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-46. This acquisition
is set-aside for small businesses. The SIC Code is 7623. Size standard
is $3.5 million. The Contractor shall provide all plant, equipment,
transportation, tools, materials, personnel and quality control
required to provide heating and air conditioning systems maintenance on
family housing units at Fort Sill, OK. The service shall be IAW all
federal and state laws and regulations and standard industry practices.
The Contractor shall operate a call reception desk with a local phone
numberto receive calls from housing residents. The phone shall be
answered 24 hours per day, 7 days per week. The Contractor shall
receive and categorize service calls as emergency, urgent, or routine
IAW the following definitions. Contractor shall submit a written report
to the Contracting Officer on the last working day of each week listing
all service calls received that week and a list of all parts replaced.
EMERGENCY SERVICE CALLS -- All work, not otherwise scheduled, to
correct failures or conditions which immediately threaten loss of life
or injury or loss or damage to Government property. Examples include:
overflowing A/C drain; broken chilled water piping; electrical defects
which may cause fire or shock; gas leaks; and loss of heat or air
conditioning in apartments where residents have a documented medical
requriement for maintaining stable temperature levels. Inoperative
heating shall become an emergency when the interior temperature drops
below 60 degrees F. Inoperative A/C shall become an emergencywhen
interior temperature rises above 90 degrees F. URGENT SERVICE CALLS --
All work, not otherwise scheduled, of an urgent nature such as
repairing heating and A/C equipment; water and A/C drain piping.
Conditions justifying urgent calls do not immediately endanger
occupants or property, but they would soon significantly inconvenience
or adversely affect the health or well-being of occupants or facility.
ROUTINE SERVICE CALLS -- All work, not otherwise scheduled, that does
not qualify as an emergency or urgent call under the above definitions.
Examples of routine call work include, but are not limited to, changing
filters; cleaning coils; preventive maintenance; and/or seasonal
inspections/maintenance. WARRANTIES: The incoming Contractor will
assume warranties in place. A complete list of warranty information
will be provided to the Contractor upon contract award. Warranty cards
shall be provided to the Contracting Officer monthly. A complete and
updated list of all warranties shall be provided to theContracting
officer annually or as requested by the Contracting Officer.
REPLACEMENT PARTS AND EQUIPMENT: A/C condensing units shall have, as a
minimum, a 12 SEER rating. Boilers and furnaces shall have, as a
minimum, an 80 AFUE rating. Replacement parts shall be new unless
otherwise instructed by the Contracting Officer. Parts shall be
installed in accordance with manufacturer instructions. The Contractor
will be reimbursed for parts in accordance with their pre-priced parts

Oct 99 thru 30 Sep 2000: CLINs 0009, 0009AA, 0009AB, 0009AC, 0010, 0011
and 0012. Option Period Three -- 1 Oct 2000 thru 30 Sep 2001: CLINs
0013, 0013AA, 0013AB, 0013AC, 0014, 0015 and 0016. OPTION PERIOD FOUR
-- 1 Oct 2001 thru 30 Sep 2002: CLINs 0017, 0017AA, 0017AB, 0017AC,
0018, 0019 and 0020. Offerors must submit a price for each CLIN for the
base and all option periods. FAR Provision 52.212-1 applies. Facsimile
or electronically submitted proposals are not authorized. Offerors
agree to hold prices firm for 60 days after the date specified for
receipt of offers. FAR Provision 52.212-2 applies. The following
factors shall be used to evaluate offers: Technical, past performance
and price. Technical proposal shall include a management plan which
describes proposed staffing and workforce (to include qualifications),
phase-in plan, seasonal and preventive maintenance schedules, filter
replacement schedule and quality control program. Offerors shall
provide submittals for proposed replacement equipment and all parts to
include prices for base and option periods. Submittals shall include,
as a minimum, brand name, model number, size, options, performance
charts, etc. Offerors shall submit proposed response times for
emergency, urgent and routine calls. Offerors shall submit their
proposals in original and 4 copies. Evaluation factors in descending
order of importance are: Technical, past performance and price.
Offerors shall include a completed copy of the provision at 52.212-3
with their offer. FAR Clause 52.212-4, Contract Terms and
Conditions-Commercial Items applies. FAR Clause 52.212-5 applies. The
following FAR clauses cited in the clause also apply, 52.203-10,
52.219-8, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41,
52.222-42, 52.222-43, 52.222-44, and 52.222-47. Wage Determination No.
94-2525 (Rev. 7) dated 6/1/97 applies. The Government does not intend
to make multiple awards. Award will be made based upon the best value
to the Government IAW FAR 13.106-2(b). FAR Clause 52.217-8 and
52.217-9 apply. The Government may extend the term of this contract by
written notice to the Contractor within 30 calendar days after funds
for the exercise of this option become available to the Contracting
Officer. FAR Clause 52.217-5 applies. DFARS Clause 252.232-7007,
Limitation of Government's Obligation applies. CLINs 0001 thru 0004 are
incrementally funded. The Government will allot funds to this contract
in accordance with the following schedule: 1 Oct 97 -- 25%; 1 Jan98 --
50%; 1 Apr 97 -- 75%; 1 Jul 97 -- 100%. FAR Clause 52.232-18 applies.
Offers are due no later than 3:00 p.m., 20 Aug 97. A site visit has
been scheduled for 8:00 a.m., 5 Aug 97. Anyone wishing to visit the
