synopsis/solicitation for commerical items prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; quotes are hereby requested, a written solicitation will
not be issued. This solicitation is being issued as a Request for
Quotations DASW01-97-Q-0570. The solicitation document, incorporated
provisions and clauses are in effect through the Federal Acquisition
Circulart 90-32, Oct 95. This solicitation is unrestricted. The
standard industrial classification code (SIC) is 7375. DESCRIPTION OF

the Term of the Contract, applies to this acquisition. The Government
will award a Firm Fixed Price contract resulting from this
solicitation to the responsible offeror offering the lowest overall
price. Evaluation will be in accordance with FAR 52.212-2, past
performance AND price. STATEMENT OF WORK: The contractor will produce
a daily recurring-format verbatim electronic transcript -- referred to
from now on as a "newsletter" -- which will consist of the Defense
related news segments broadcast by the major television networks as
part of their evening newscast of the previous day. Major television
networks are defined as ABC,NBC,CBS,PBS & CNN. The cover page of the
newsletter will consist of summaries of the reports included in that
edition. The newsletter will normally be approximately 8 single-spaced
pages in length (11 point size font; 2 columns per page; 3 inch colmn
width; 1 inch top margin, 1 1/2 inch bottom margin; 1 inch left
margin; 1 inch right margin, 1/2 inch center margin); however, the
content of the Defense related news being broadcast may very in volume
because of topicality. therefore, there will be occasions on which the
length will vary between (4) and (16) pages. (A sample copy of the
newsletter will be faxed upon request). The contractor shall transmit
via e-mail a formatted newsletter file each day of the week, Monday
through Friday; the Monday issue shall cover Friday, Saturday and
Sunday of the preceding week for a total of (5) publications for each
full week; the Monday issue will be approximately double the size of
the other weekday versions. This is the normal number of weekly
publications. However, when a Federal holiday falls on any day, Monday
through Friday, the newscasts for that day shall be added to the
newscasts for the previous day and be contained within (1) publication.
The annual requirement is for 251 newsletters. When directed by the
COR, the contractor shall provide verbatim transcripts of significant
Defense related broadcasts. It is anticipated there will be a
requirement of (3) verbatim transcripts per week averaging (10) pages
in length. It is anticipated that 20% of these requestedtranscripts
will require delivery within (24) hours of the initial telephone
request. Transcripts requiring a rapid turnaround will be sent via
e-mail immediately upon completion. Other requested transcripts will be
transmitted with the publication specified before and no later than (3)
work days after the CNARS requests. Contractor will be provided with
date, time and source of broadcast for which a transcript is required.
The Contractor shall provide delivery of the newsletter and all
verbatim transcripts in Microsoft Word 6 via e-mail. In the event
e-mail transmission is impossible for whatever reason, contractor shall
deliver newsletter and transcripts via modem. If both e-mail and modem
are inoperable, contractor shall deliver via courier newsletter and
transcripts on a 3" disk by 2:00 am. DELIVERABLES: ITEM 1. The
newsletter shall be delivered electronically via e-mail to the
Pentagaon not later than 1:00am of the next Government workday after
the Defense related news is broadcast. Example: Defense related stories
broadcast on CBS Evening News at 7:00pm on a Wednesday would be
included in the Thursday 1:00am transmission. ITEM 2. The solicited
verbatim transcripts shall be delivered no later than 1:00am with the
newsletter no later that the third Government workday after the
contractor's receipt of request. Twenty percent of solicited verbatim
transcripts shall be delivered with (24) hours of the initial telephone
request to the contractor. ITEM 3. In the event the Government
determines special courier service is needed, delivery of items no.1
and 2 shall be made to: Current News Analysis and Research Service,
Room 4C881, The Pentagon, Washinton DC 20301-7500. This will be
accomplished by delivering newsletter and transcripts on a 3" disk to
the River Entrance at the Penetagon no later that 2:00am of the next
Government workday after the Defense related news broadcast No oral
quotes will be honored. Responses shall be submitted (1) original and
(3) copies NLT 12:00 noon EST 8 Aug 97 to: Defense Supply
