Contractor shall provide non-personal services including all necessary
plant, labor, tools, parts, materials, equipment, facilities,
transportation, supervision, and all other essentials necessary to
provide for Military Family Housing Maintenance at Cannon Air Force
Base, New Mexico. Work shall consist of maintenance management, service
calls, change of occupancy maintenance, government cleaning, major
painting, major floor replacement, carpet repair and replacement, lead
based paint abatement, asbestos abatement, maintenance on playground
equipment and bus stop shelters. Contractor will also furnish
appliances (ranges, refrigerators, and dishwashers) that have been
determined unserviceable and non-repairable by the Government. All work
will be performed on Cannon Air Force Base and its adjacent 801 housing
located in Clovis and Portales, New Mexico. Portales is located within
25 miles of CAFB. There is 1,722 family housing units. This
solicitation is part of a Government cost comparison to determine
whether accomplishing the specified work under contract or by
Government performance is more economical. If Government performance is
determined to be more economical, this solicitation will be canceled
and no contract will be awarded. This acquisition is being offered for
competition limited to eligible 8(a) firms serviced by the following
Region VI SBA District Offices: Albuquerque, Fort Worth, El Paso,
Houston, Little Rock, Harlingen, Lubbock, New Orleans, Oklahoma City
and San Antonio. The SBA Requirement Number assigned is 7700-97-703555.
This is a firm fixed price contract with a performance period of 01 Apr
98 or date of award, whichever is later, through 31 Mar 99 with four
(4) one-year options. The Standard Industrial Classification (SIC) Code
for those concerns and its affiliates is "1799" and is defined as a
concern whose average annual receipts for the preceding three fiscal
years did not exceed $7.0 million. Firms must have SIC code 1799 among
their approved SIC codes or they will be deemed ineligible to submit
offers. At the time of request for a solicitation package, Offerors
must submit a letter from their SBA district office indicating that
they are eligible under the 8(a) program and are approved for the SIC
code of "1799". Request for Proposals will be tentatively issued on or
about 08 Sep 97 with receipt of proposals tentatively scheduled on or
about 23 Oct 97. Award will be made to the responsible offeror whose
proposal conforms to the solicitation, is determined technically
acceptable based on the mandatory evaluation criteria, and offers the
lowest price. Request for the solicitation must be done in writing.
