This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-022-4384-97 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 90-46. The SIC code is 3523 with a small business standard of 500 employees. This acquisition will be procured under a small business set-aside. Delivery is required with 8 weeks ARO. Delivery is FOB destination to USDA, ARS, SE AG Research Statiton, Byron, GA. Any interested/qualified sources who can provide the item above must respond by August 25, 1997. Descriptive literature showing that the quoted tractors meet all specifications included herein must accompany the quotation. The government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government.The following FAR clauses and provisions apply: 52.212-1, Instructions to Offerors-Commercial Items, 52.212-2, Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. A requirement of any prospective offers will be a trade in allowance for two (2) Ford model 5610 Row Crop tractors, both are model 5610, year 1984 and include cabs with air conditioners. Serial # C716672 has 56905 hours and C716671 has 60506 hours. SPECIFICATIONS FOR TWO ORCHARD TRACTORS: low profile, two wheel drive, orchard tractor with an air conditioned Nelson, or equivalent, spray cab suitable for application of restricted use pesticides, installed prior to delivery. The tractor must have the following: Engine-At least 85 HP with exhaust to the side or rear; Transmission-Minimum of 8 forward, 2 reverse gears; PTO-Independent, 2 speed, 540/1000 rpm; Three point linkage-Maximum lift capacity of at least 5800 pounds; Other features-dual remote hydraulics, orchard fenders for rear tires; General dimensions: Length-No greater than 165 inches; Maximum height-No greater than 105 inches; Wheel base-Between 85 inches and 95 inches; Minimum turning radius-less than 16 feet.
