BUSINESS SET-ASIDE. The U. S. Coast Guard (USCG) has identified a
requirement for Foam-Filled Unlighted Plastic Buoys. These buoys will
be used as aids to navigation in the coastal and inland waters of the
United States. Each buoy must conform to USCG G-SEC Specification
Number 491 with general buoy characteristics as follows: (1) 5th class;
(2) Fabricated from rotationally molded polyethylene plastic; (3)
Interior of the buoys shall be filled with polyurethane foam; (4) Radar
reflector; (5), Counterweight consisting of steel shot; (6) Buoy
dimensions are approximately 7 feet high and 2 feet in diameter; and
(7) Unlighted. The USCG anticipates awarding an Indefinite/Delivery,
Indefinite/Quantity type contract with economic price adjustment for a
base period and four option years. Two cast aluminum molds will be
provided as Government Furnished Property. The SIC Code is 3089 and the
size standard is 500 employees. The U.S. Coast Guard intends on issuing
an Invitation for Bid (IFB) solicitation on or about August 29, 1997.
Requests for solicitation package must be in writing. Interested
offerors must reference Solicitation No. DTCG23-98-B-TCB001. All
responses must be submitted within 30 calendar days from the date of
this notice. Telephone requests will not be honored. For Minority,

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU) has a program to assist minority, women-owned and
disadvantaged enterprises to acquire short term working capital
assistance for transportation-related contracts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
