The Coastal Systems Station, Dahlgren Division, Naval Surface Warfare Center, intends to issue a solicitation on a Sole Source basis to AAI Engineering Support Incorporated to provide services required for hardware and software maintenance of the Multi Warfare System Evaluation (MWSE). The Multi Warfare System Evaluation is composed of over 100 CPUs linked together, 28 beamforming modules, 109 acoustic paths, 69 voltage controlled oscillators, 56 phaser drivers, 56 relative angle computers, 96 pulse generators, and 18 modulators. All these equipments require daily testing, and all have necessary calibration needs and procedures. In addition, there are two large scale (hybrid) Analog type computers which are checked daily and have calibration procedures. These analog computers are over thirty (30) years old and require extensive first-hand knowledge to calibrate and maintain. Very few, if any, of the parts for the analog computers are available from the original equipment manufacturer. Therefore, most of the required parts for the analog computers are fabricated on-site. The only company that can provide these services is AAI Engineering Support Incorporated. Since there are no remedial maintenance manuals available for the hardwares, the only troubleshooting is presently based on AAI's knowledge of integrating all these machines. Additionally, a large part of the maintenance hardware is proprietary to AAI, specifically, the acoustic equipment which is mandatory when testing various mine and torpedo weapon systems and countermeasures. A Base year plus two options of one year each is required. Note 22 applies. (0217)
