The On-Site Inspection Agency intends to negotiate with Systems Engineering Solutions, Inc. (SESI), on a sole source basis under the authority of FAR 6.302-1, and pursuant to FAR Part 12, for Information Technology Support Services. Services will be continued by the incumbent support contractor (SESI), during the period 18 Aug 97 through 21 Oct 97, to maintain continuity of specialized services, and to preclude interruption to essential mission operational databases. Support services must be provided by the incumbent contractor to sustain highly specialized programs during a transition period with a follow-on support contractor under a GSA Federal Supply Schedule contract. Services include maintaining the following mission critical programs that are unique to OSIA's arms control mission: Treaty Inspection Information Monitoring (TIIMS) database; the Compliance Monitoring and Tracking System (CMTS); the Open Skies Management and Planning System (OSMAPS); and the Counterintelligence Products database. Other services to be continued through 3 Oct 97 include system administration of OSIA's local area network and wide area network; management of the electronic mail system; help desk support; and completion of ad-hoc data processing projects.
