e-mail, easart@mail.va.gov. The Department of Veterans Affairs (VA),
Veterans Benefits Administration(VBA), has a requirement to administer
a previously-designed mail survey of veterans' satisfaction with the
VA Compensation and Pension Claims process. The requirement shall
include the administration of the survey, the creation of a database,
and reports of findings for each of 57 regional offices. Approximately
40,000 questionaires shall be sent out (700 per office), with a return
rate of 65 percent resulting in approxiamately 26,000 returned
questionaires, given repeated follow-up techniques. Given the volume of
the survey, and the short time frame (data shall be gathered in th
earley fall 1997, with reports due by the end of the calendar year),
the capacity to machine scan the questionaires is essential. The
questionaire contains approximately 83 questions, with one open-ended
verbatim response at the end. In addition, a comprehensive report for
each office (previously-designed), including user friendly graphics,
data analysis, crosstabulations, frequencies and a complete methodology
shall be produced. These reports also include the results of more
sophisticated analysis techniques, including quadrant analysis, and
logistic regression analysis. The 175 page reports, specific to each
office, must be substantially created through an automated report
generation technique, whereby the graphics and analysis are
pre-programmed to automatically produce reports in the short time frame
available. In addition, the awardee must have the capacity to translate
the questionaire into a Spanish language version, for administration to
veterans in the San JuanRegional Office area. Offers are due September
