jmcdon@pica.army.mil. The U.S. Army and U.S. Special Operation Command
have a joint program to acquire a Non-Developmental (NDI) or modified
NDI Caliber .50 Sniper Weapon System. This will consist of the basic
weapon mounted with a removable optical sight to enable acquisition of
man sized targets at 1000 meters (1500 meters objective) and vehicle
targets at 1700 meters (2000 meters objective.) The rifle must be
capable of firing standard caliber .50 ammunition and must also have a
detachable box magazine. Also included as part of the system are a
hard carry case for all components, a soft carry case (drag bag) and a
hard case for the optic when it is separate from the rifle. The
selected contractor will also be re- sponsilbe for life cycle depot
level maintence of the system. Four complete, identical and functional
weapon systems will be supplied as bid samples as part of the proposal
requirements for evaluation by the government. The bid samples will be
evaluated against the required characteristics (basic factors) and for
com- petitive evaluation. The bid samples will be provided at no cost
to the govern- ment and will be returned in an as-tested condition
following award. The basic contract will be for delivery of 20 complete
systems with production options for a total quantity potentialy up to
800 systems spanning four years. A market survey for this program was
published in the CBD 14 Aug 96. Offerors proposals toget- her with bid
samples must be received by ARDEC within 100 days after release of the
RFP issue date. A request for proposal (RFP) shall be disseminated
through the Internet (Address:http://procnet.pica.army.mil). This
