Protection Agency plans to procure on a sole source basis with Health
Designs, Inc. an acquisition to do Quantitative Structure-Activity
Relationship (QSAR) Analysis and Interpretation of Disinfection
By-Products (DBP) Chemicals. This effort will involve the QSAR/TOPKAT
analysis of 50 organic chemicals, the majority of which are DBPs. The
chemicals will be analyzed for various health-related and/or
physicochemical properties using these QSAR/TOPKAT submodels:
[Carcinogenicity (rat/mouse/female/male), Ames mutagenicity,
Developmental Toxicity, skin sensitization, LOAEL, LD50, LC50, and Log
P]. The analysis of all 50 chemicals will include the generation of
predictions (based on E-state fragments and values) and structure
similarity searches for all toxic endpoints cited above. Individual
reports of the analyses will be prepared for each of the 50 chemicals
and compiled by chemical class. An overall assessment in the form of a
final report will be prepared summarizing all the data for the 50
chemicals regarding toxicity predictions, E-state fragments and values
and similarity searches. In addition, all of these data will be
correlated for trends with respect to toxicity based on predictions,
E-state fragments and values within and across homologous classes of
compounds and/or functional groups. The basis for sole source
negotiations is that the TOPKAT/QSAR models are provided only in the
software developed by the company and are protected by exclusive
licensing agreements. THIS IS NOT A REQUEST FOR PROPOSALS. Sources
wishing to be considered must submit documentation to the office
identified above, which establishes the ability to perform the subject
work under the exclusive licensing agreement . Documentation must be
submitted within 15 calendar days of publication of this notice.
