U.S. Department of Energy, Richland Operations Office requires Heating,
Ventilation and Air Conditioning (HVAC) Maintenance and Repair
Services. The contractor shall furnish all supervision, labor,
transportation, materials, supplies, tools, and equipment necessary to
maintain and repair the HVAC equipment and systems located in
twenty-seven (27) buildings in and around Richland Washington. This
includes seasonal start-up and shut-down, cleaning, maintenance,
preventative maintenance, periodic operational checks, diagnosis,
repair, overhaul, and replacement of systems as specified. The
contractor will ensure that the systems covered by this solicitation
perform to manufacturer's specifications, with allowance made for
normal wear and tear, and will continue to operate in an efficient and
economical manner. These Basic Maintenance Services shall be expressly
subject to the provisions of the Service Contract Act. At the sole
option of the Government, the contractor shall furnish all supervision,
labor, transportation, materials, supplies, tools, and equipment
necessary to perform construction services, requiring more than an
incidental amount of work related to repair or replacement, in order
to: (i) repair or install replacement HVAC equipment/systems; or (ii)
install new HVAC equipment/systems. Optional construction services
shall be expressly subject to the provisions of the Davis-Bacon Act.
The contractor must have the ability to provide 24-hour emergency
service and be able to respond within two hours to any emergency call.
This procurement is 100 percent small business set-aside. The Standard
Industrial Classification Code for this procurement is 1711 -- size
standard is $7.0 Million. This will be a firm fixed price contract for
basic maintenance as called out in the statement of work. Non-routine
maintenance material cost will be reimbursed at a proposed discount
from manufacturer's list prices. Non-routine and emergency service
calls will be reimbursed at a fixed hourly rate. The contract
baseperiod will be for three years with an option to extend the
services for an additional two years. A solicitation package will be
available on or before 8/31/97. Proposals will be due 30 days after
issuance of solicitation. The solicitation will be provided as an
electronic file on a 3.5 inch diskette or is available on our web site.
