COMMERCE BUSINESS DAILY ISSUE OF AUGUST 12,1997 PSA#1907ENERGY SAVINGS PERFORMANCE CONTRACTING (ESPC), MILITARY DISTRICT OF
WASHINGTON DC (MDW) DFSC-A and MDW are in receipt of an unsolicited
proposal for an Energy Savings Performance Contract, addressing
potential energy conservation measures at five Army installations in
the Washington, DC area (Fort A.P. Hill, Fort Belvoir, Fort Lesley J.
McNair, Fort Myer, and Fort George G. Meade), comprising over 2,800
buildings (appx 22,720,000 sq ft). In accordance with 10 CFR 436.33,
other firms on the Department Of Defense's 1997 Qualified list of ESPC
Contractors are invited to submit competing proposals. Qualified
contractors will have the same information made available as the
current offeror. Qualified contractors interested in submitting a
competing proposal should express their interest in writing, no later
than 1500 EST 2 September 1997, via fax to (703) 767-8757, Attn: LCDR
Jeff Cox. Absent timely response to this notice, DFSC intends to
negotiate with this offeror on a sole source basis. ESPC is a federal
and private-sector partnership whereby an Energy Services Company
(ESCO) pays the up-front cost of purchasing and installing new energy
efficient equipment and the Government repays the ESCO over the life of
the ESPC contract (up to 25 years). The specific scope of work is
typically for the installation of renewable energy systems comprised of
some or all of the following components: boiler improvements, chiller
improvements, building automation systems/energy management control
systems, heating, ventilating, and air conditioning, lighting
improvements, building envelope modifications, chilled water and
chilled water piping systems, hot water and steam distribution systems,
electric motors and drives, refrigeration, co-generation systems,
renewable energy systems, electric distribution systems, water and
sewer conservation systems, rate reduction and auditing services. The
scope of work not only requires contractor installation of these
systems, which are required to meet identified performance criteria,
but also contractor operation, maintenance, repair, inspection, and
training on the installed systems during the performance period of
specific projects. Additional requirements include contractor
involvement in measurement and verification efforts, as well as total
project financing. A request for proposals will be available on or
about 1 October 1997. Contract award is anticipated to occur in the
