COMMERCE BUSINESS DAILY ISSUE OF AUGUST 13,1997 PSA#190899 -- NOTICE OF BROAD AGENCY ANNOUNCEMENT (BAA) FOR INTEGRATED
FACILITIES SUPPORT!! The Defense Industrial Supply Center (DISC) is
soliciting concept papers for a logistics research and development
program for Integrated Facilities Support. Proposed research should
investigate innovative approaches and techniques that lead to or enable
revolutionary advances in state-of-the-art logistics supply and
services support for the maintenance, repair and operations of
facilities. Specifically excluded is research which primarily results
in evolutionary improvement to the existing state of practice. It is
expected that the program will develop and apply unique and innovative
approaches for providing logistics support to the military services
that will maintain the highest state of readiness. Logistics support
must include surge and sustainment capability that enhances the defense
mobilization base and improves the logistics support provided to the
facilities. In order to perform to the expected objectives of the
program, new strategies are required which utilize advanced technology,
distribution and materials management techniques. The strategies should
improve logistics response time, the ability of the industrial base to
respond to changes in customer demand and effectively reduce the
overall cost to the government. The desired level of performance is
broadly categorized in terms of improving order fulfillment cycle-time,
service and product quality, total cost, and the capability to deliver
information and technical support services. The research will be
expected to identify innovative, state of the art methodologies to
reengineer facilities maintenance support chains for the Department of
Defense (DoD). The focus of the BAA is on prototyping technologies for
logistics support including the development, implementation and
demonstration of the technology. It is expected that these will form
the foundation for a generation of applications which will exceed the
capabilities that would become available within the next five to ten
years without this effort. Concepts should be directed at improvingthe
supply and service support for DoD facilities. A key goal is to
develop a process and/or system which can be exported to any DoD
location worldwide. Teaming arrangements between developers and systems
integrators, educational institutions, research institutes, or other
collaborators are encouraged, and single offerors should anticipate the
possibility of being expected to work collaboratively with other
organizations if they receive an award. Program Scope: Concepts for
individual efforts should not exceed a total of ten years (including
options). Technologies that have a significant impact on key business
drivers, such as increased customer satisfaction, and reduced logistics
response time will be given highest priority. Concept papers are to
include cost data, as well as proposer's preferred type of contract. In
accordance with FAR 6.102(d)(2) and FAR 35, award(s) will be made under
competitive procedures for Logistics Research and Development.
Evaluation Criteria: Evaluation of concepts will be accomplished by a
technical evaluation panel through a scientific review of each concept
paper using the following criteria, which are listed in descending
order of relative importance: (1) Overall scientific and technical
merit, (a) Technical feasibility, (b) Realism of expected outcome; (2)
Potential contribution and relevance to meeting DISC's and the
Services' missions and requirements; (3) Information technology; (4)
Offeror's capabilities and related experience: (5) Cost realism; Note:
Cost realism will only be significant in proposals which have
significantly under or over estimated the cost to complete their
effort. Complete pricing need not be submitted during the initial
development of concepts. Those concepts, if any, selected for full
discussion will be required to provide complete pricing proposals as a
part of the negotiation process. Only those offerors whose concepts
are deemed to have merit by the technical evaluation panel shall be
selected to perform a demonstration of their concept. Demonstrations
shall cover the areas of supply, service and information technology as
set forth in the concept paper. Upon notification of selection for
concept demonstration, offerors will be requested to recommend pricing
arrangements suitable for the demonstration of their concept. Time,
date and location of the demonstration shall be mutually agreed upon by
the offeror and the Contracting Officer. The final award decision(s)
will be the direct result of an integrated analysis of technical and
pricing considerations which are to achieve the objectives of
logistical support and military readiness. General Information: This
BAA will remain open for 36 months. This notice, in conjunction with
the document BAA 97-BA002, Proposer Information Packet (PIP),
constitutes the total BAA. The PIP provides further information on the
following: area interest, submission process, evaluation process and
factors, concept abstract format, and concept paper format and may be
obtained by electronic mail, FAX, or on the DISC World Wide Web Site.
Requests by U.S. mail to the administrative mailing address given below
will be honored, but with a slower response. No other information is
available. The Government reserves the right to select to award all,
some, or none of the concept papers received. All responsible sources
capable of satisfying the Government's requirements may submit a
concept paper which will be considered by DISC. Historically Black
Colleges and Universities (HBCU), Minority Institutions (MI), small
business concerns, small disadvantaged business concerns, and
women-owned small business concerns are encouraged to submit concepts
and join others in submitting concepts. However, no portion of this BAA
will be set aside for participation by these groups at this time, due
to the impracticality of reserving discrete or severable areas of
research in Integrated Facilities Support research and development. In
order to minimize unnecessary effort in concept paper preparation and
review, offerors are encouraged to submit a brief concept abstract in
advance of a full concept paper. An original and four copies of the
concept abstract must be submitted on or before October 1, 1997 to
receive an answer prior to the submission date for full concept papers.
Upon review, DISC may provide written feedback on the likelihood of a
full concept paper being considered. Concept abstracts may be mailed,
emailed, hand-carried, or faxed. The initial administrative cut-off
date for full concept papers is December 2, 1997. Concept papers
received on or before that date will be considered for initial contract
awards. Concept papers received subsequent to that date may be
considered for award at a later date. Subsequent administrative cut-off
dates will be posted via amendments to this BAA. Offerors must submit
an original and four copies of full concept papers. Concept Papers not
meeting the format described in the PIP may not be reviewed. Concept
Papers may be sent by mail, emailed, or may be hand-carried, however,
due to the anticipated length of the concept papers, facsimile copies
will not be accepted, any so sent will be disregarded. All

requests for information on how to submit a concept abstract or concept
