Contracting Officer, 617-377-6601. The Air Force has an immediate
requirement to procure a Short Range Thermal Imager -- Fixed (SRTI-F)
single site installation to meet urgent and compelling requirements for
the protection of deployed security forces. The SRTI-F shall support
and be compatible with a rapidly deployable (under 30 days) worldwide
mission. A developmental effort is not feasible for this procurement
and the use of commercial off-the-shelf and non-developmental items is
required. The SRTI-F will assist security personnel in assessing the
source of alarms emanating from intrusion detection sensors deployed on
a fixed security perimeter. The SRTI-F shall meet operational
requirements in all weather conditions during daylight, darkness, or in
"dirty" battlefield conditions. The Government anticipates procuring a
complete suite of equipment for a single site installation which can
be installed, operated and maintained by deployed security forces and
communication specialists. The SRTI-F suite shall include four
segments: thermal imager/pan tilt mount segment, interconnect cable
segment, display and control segment, and mounting system segment. The
thermal imager segment shall be comprised of an outdoor rated, direct
view, electro-optical thermal imaging system with an integral pan
tilt. This segment shall be equal or equivalent to the Nytech
Nightsight Series 200 and have a single field of view not less than 12
degrees x 6 degrees (horizontal x vertical) and image resolution of
not less than 320 x 164 pixels. The interconnect cable segment shall be
a single outdoor-rated shielded cable assembly for data, imagery and
power transmission between the thermal imager segment and the display
and control segment. The cable segment shall be terminated with outdoor
rated mil-std or commercial equivalent connectors (ITT/Canon Tripen
ring lock series or equivalent) and be a minimum of 100 meters. The
SRTI-F shall have either internal or external surge suppression systems
for all terminations and interconnects between all electronic
segments,The display and control segment shall simultaneously display
the video output of a minimum of two thermal imager segments and
provide a joystick type control pad for each thermal imager segment.
The display and control segment shall be based upon a commercial type,
19" width rack capable of vertically mounting at least two 12" Sony
SSM-121 black & white monitors (or equivalent). The display & control
segment shall have a single on-off switch and shall be free standing
for placing on a desktop or other flat surface. The local power source
for the installation is AC power so bidders must provide power
conversion modules as part of one of the SRTI-F installation as
required . The mounting segment shall enable the elevation of the
thermal imager segment to a height of at least 12 feet using 4 foot
sections of galvanized 2" pipe supporting a mounting box/plate with guy
wires for stabilization or an equivalent method of mounting the system.
A marine mounting ring or equivalent mounting interface is required to
mount the Nightsight thermal imager segment to the mounting segment.
Included in each mounting segment shall be an independent grounding
circuit comprised of a single braided copper grounding cable and spike.
An Operators Manuals and Installation Guide with check-out test
section, trouble shooting guide and list of spares shall be provided.
A one year commercial warranty shall be provided As a separate line
item, offerors shall include second day, door-to-door airfreight
shipment to Charleston AFB, SC. No transport insurance is required. The
quantities for each segment are as follows: thermal imager segment --
3 each, interconnect cable -- 3 each, Display and Control Segment --
one mounting rack for control of two thermal imager segments, including
two monitors, three joystick controllers. Mounting segment two each.
Manuals -- two each. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation, proposals
are being requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are in
those in effect through Federal Acquisition Circular 90-45, January 1,
1997. The provisions 52.212-1, Instructions to Offerors -- Commercial
Items, 52.212-2, Evaluation -- Commercial Items apply to this
acquisition. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to this
solicitation will be most advantageous to the Government, price and
other factors considered .The following factors will be used in the
evaluation of offers rated in order of importance: delivery time,
technical capability, price, and past performance (if applicable) .
Offerors are advised to include a completed copy of the provision at
52.213-3, Offeror Representations and Certifications-Commercial Items
with its offer. The clauses at 52.212-5. Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items
apply to this acquisition. Due to the urgent and compelling
requirement, quotations are due 20 August 1997 and complete delivery is
due within 30 days of contract award. The procedures to be used to
award this contract are a request for quotation, the anticipated award
date is 25AUG97. All responsible sources may submit a quotation which
