Department of Commerce/NOAA intends to negotiate on a noncompetitive
basis with Fairfield Technologies, Inc. of Fairfax, Virginia to acquire
continued software development support for the Advanced Weather
Interactive Processing System (AWIPS) Program. AWIPS is one of the
major modernization programs within the National Weather Service (NWS).
NWS is proceeding with an effort to develop an integrated data
management system for AWIPS. This multiple step approach consists of
data analysis, development of a logical data model, implementation with
prototyping and performance tuning, development of APIs, and final
porting of existing applications to the new system. This effort is to
obtain the services of Fairfield Technologies, Inc. to assist with the
updating of the logical data model used in the first two builds of
AWIPS. Fairfield Technologies, Inc. has been involved with the AWIPS
Program through the first two builds of the fielded user software, a
period of about three years. They provided expertise for the data
modeling effort leading to the data base design for these two builds.
The Government has changed the design baseline for subsequent builds
and is in the process of fielding Build 3. The new baseline requires
the development of a more integrated data base design. Because of their
past involvement, Fairfield Technologies, Inc. is intimately familiar
with the myriad hydrometeorological data types used in AWIPS and their
interrelationships. They can begin work immediately since they are
familiar with the AWIPS Program and system. This is important to the
Program in order to meet programmatic schedules ro begin implementing
applications with the new integrated data management as soon as
possible. Continuity of services to this program is essential and
program delays must be avoided. Vendors who believe they can satisfy
the Government's requirements are invited to submit an affirmative
response. To be considered an affirmative response, vendors must submit
written data and documentation which demonstrates a knowledge of and
close familiarity with the AWIPS Program and the existing user
software. Any prospective offeror must demonstrate cogniznace of the
existing data base design so that continued development efforts can be
immediately achieved without transition delays while maintaining
continuity in service support. All responsible sources must submit a
written narrative statement of capability including detailed technical
information and other technical literature sufficient to permit agency
analysis in order to determine a bona fide capability to meet the
requirements. Such responses are to be submitted to the above address
and received by the Government no later than 15 days after the date of
this notice. No solicitation document exists; therefore, a request for
such document will not be considered. Award will be made under
