combined synopsis/solicitation of a fixed price contract for commercial
items in accordance with the format in FAR 12.6, as supplemented with
additional information included with this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
formal solicitation will not be issued. This project, solicitation
number F0863798QX143, is to be issued as a Request For Quotation (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through federal acquisition circular 90-46. The
contract will be for a test specialist for administering test for a
basic and 4 options years. This is a firm-fixed price contract. This is
a 100% small business set-aside. The Standard Industrial Classification
(SIC) code is 8299, with a small business being one with annual income
less than $5.0 million. Offerors are to complete for each of the 5
Contract Line Item Numbers (CLINS). No partial bids will be accepted.
(A) Schedule: CLIN 0001- estimated (150) units each Basic year 01 Oct
97 through 30 Sep 98; Testing specialist service; CLIN 0002- estimated
(150)units each Option year two, 01 Oct 98 through 30 Sep 99; Testing
specialist service; CLIN 0003-estimated (150) units each Option year
three, 01 Oct 99 through 30 Sep 00; Testing specialist service; CLIN
0004- estimated (150) units each Option year four; 01 Oct 00 through 30
Sep 01, Testing specialist service; CLIN 0005- timated (150) units each
Option year five; 01 Oct 01 through 30 Sep 02, Testing specialist
service. Pursuant to FAR 17.203, bidders may offer varying prices for
option periods. (B) Performance Work Statement: Non-Instructional, as
Testing specialist for administering standardized tests, College Level
Examination Proficiency (CLEP) Subject, Extention Course Institute
(ECI) and other miscellaneous tests to military personnel IAW AFI
36-2306 which includes the administration and supervision of all tests.
Testing will generally be conducted Monday through Friday, between
0730-1630, with occasional earlier or later time frames required for
special testing requirements. Weekend testing may be required to
accommodate Air National Guard and Air Force Reserve personnel. Call
for units may be made informally by the Education Services Officer, the
Education Specialist, but only on the basis of five specific testing
appointments or more for each unit called. Each unit will include
testing and administrative time. It is possible to have more than one
unit per day. General Procedures: Takes daily closing inventories of
all materials stored into the safe, recording times on Security
Container Check Record and initialing Test Inventory Log. Checks for
proper identification of each examinee during each testing session.
Makes page by page check of test booklet at the beginning and ending of
testing session. Ensures that each applicant signs in the appropriate
testing log (DD Form 1572) prior to being administered a test. Prepares
application form for testing materials, both permanent stock and
individual order for specific members, for Test Control Officer's (TCO)
signature. Upon receipt of ordered tests, contractor makes inventory
check of materials ensuring the test materials ordered are present.
Ensures that the answer sheets are filled in accurately and completely
by the examinee. Prepares each answer sheet for signature prior to
sending out for scoring. Enters on education record test examinee is
taking. Prepares Document Receipt Form (DD Form 815) with each mailing
for TCO Signature. Ensures all answer sheets are forwarded via
Certified Mail in double envelopes. Prepares weekly and monthly ECI
inventory. Inventories are maintained on the computer. Sends
notification letters upon receipt of tests and testing status changes
are updated for every testing unit. Prepares ECIs for remittal to other
authorized facilities in double envelopes. Prepares quarterly report on
all testing activities. Scan interest inventories and Defense Activity
for Non-Traditional Education Support (DANTES) answer sheets. Prepares
monthly audit forms ensuring scanning counts do not exceed forms
remitted to appropriate agency. Computer Requirements: Enters all ECI
courses in all computer and records all activity until the test is
destroyed. This includes testing, extensions, transfer, etc. Prepares
weekly and monthly ECI computer reports and verifies data against
inventory of exams in safe. Maintains and updates DANTES listing of all
tests in safe. Verifies computer report and inventory of safe to
identify discrepancies. Reviews testing schedule and verifies tests
required are available. Exam schedule is always set up one month in
advance of current month. Reschedules exams if not available on this
date. Reports: Computer reports are required daily, weekly or monthly.
DANTES quarterly report due at end of quarter. Annual DANTES reports
due by 31 December. ADMINISTER TESTS: Air Force Achievement Tests: When
examinees are referred to testing by on the job training are scores and
results are reported on AF Form 1095. If examinee does notsuccessfully
complete the exam, the individual is assigned to available classes and
OJT forwarded a copy of assignment together with test results.
Annotates test/scores on education record. ACT/PEP Examinations.
Prepares request for special exams and notified individuals of arrival
of exam. Administers and times examinations in accordance with
instructions. Ensure answer sheets are accurately completed upon
completion, annotates testing logs, and prepares each answer sheet and
exam for remittal. Annotates test on the education record. (CLEP)
Subject Examinations: Administers and times examinations in accordance
with instructions. Ensures answer sheets are accurately completed and
upon completion, annotates testing logs and prepares each answer sheet
and exam for remittal. Annotates the tests on the education record.
Defense Subject Standardized Tests (DSSTs'). Administers examinations
in accordance with instructions. Ensures answer sheets are accurately
completed and prepares each answer sheet for remittal. ECI: Administers
closed-book examinations and remits to ECI. Changes Test Control Office
(TCO) zip code and address in an ECI Form 17 when required and forwards
ECI exams under AF Form 17 when required and forwards ECI exams under
AF Form 330. Specialized Military Tests: Administers and return
examinations per instruction from Office of Primary Responsibility
(OPR) Graduate Record Exam (GRE), General Management Admission Test
(GMAT), Scholastic Aptitude Test (SAT), and American College Test
(ACT): Collects fees, administers and prepares examinations and other
registration forms for remittal. Comprehensive Examinations;
Administers comprehensive examinations if supporting institutions with
guidelines furnished by the universities. Prepares forms for remittal.
Mid-term and Final Examinations-administers tests for Gulf Coast
Community College, Troy State University, Embry-Riddle Aeronautical,
and Florida State University when necessary. Administer various tests
forwarded to the Education Center from universities and other
educational institution Administers mid-term and final examinations to
individuals enrolled in correspondence courses. Electronic, Basic Math
and Chemistry for Water Waste and Water Plant Operators, Bell and
Howell, and certification exams listed in DOD 1322.8H. Administers ECI
Professional Military Education (SNCOA /SOS/ ACSC/ AWC) exams. Some
PME exams require the knowledge/ability to use (operate) a CD-ROM
computer in order to administer tests. BASIC QUALIFICATIONS: BS/BA
Degree, transcript must accompany bid application. Minimum of two years
of experience required. Experience in administering standardized exams,
vocational inventory questionnaires, through knowledge of examination
manuals, and administering computer generated exams. Typing and
computer experience required. Must have adequate vision for reading
instructions / fine print, and a pleasant speaking voice for giving
test instructions. Must have the ability to deal effectively with
examinees (using tact and diplomacy). Experience in maintaining
administrative files, preparing correspondence, and knowledge of office
procedures. Must be able to bend/stoop and carry light objects (books,
etc). Ability to work flexible on-call hours with minimum 24 hours
notice. To be fully qualified to administer the exams, the test
specialist/examiner must take the DANTES Testing Exam prior to offer of
contact as test examiner. The exam is open book and is self paced and
located at the Education Center. Upon completion of the DANTES testing
exam, it is forwarded to AETC for scoring and put on file. The ESO/ESS
will phone and verify the exam is passed/failed. The testing specialist
must not be a candidate for any of tests he or she will administer,
such tests SAT, ACT GRE,GMAT,NTE,LSAT,CLEP, and DANTES Subject Exams.
This individual must wait six months after being relieved as a testing
specialist to take any of the above national exams. The test
specialist /examiner must understand this hardship cannot be avoided if
exams are planned to be taken. The Education Services Officer (ESO)
reserves the right to cancel the contract if provisions of governing
directives are not fulfilled. Due to the nature/type of exams and
administrative requirements, subcontracting is not permitted. The
provisions at FAR 52.212-1, "Instructions to Offerors-Commercial
Items", applies to this service. The Government intends to evaluate
offers and award a contract without discussions. Therefore, qualified
contractors should submit a quotation with the best possible price. The
Government may reject any or all offers if such actions are in the
public's best interest. Provisions at FAR 52.212-2,
"Evaluation-Commercial Items," apply to this order solicitation and the
following evaluation criteria (arranged in their order of importance
are hereby incorporated): The Government intends to award a contract
from this solicitation to the lowest-priced, responsible offeror, whose
past performance is found to be acceptable, whose offer conforms to the
solicitation to satisfy the Government's needs, and whose offer will be
most advantageous to the Government. Offerors are to include a
completed copy of the provision at FAR 52.212-3, "Offer Representations
and Certifications-Commercial Items" with quote. The clause at FAR
52.212-4, "Contract Terms and Conditions-Commercial Items", applies to
this acquisition. The clause at FAR 52.212-5, "Contract Terms and
Conditions Required to Implement Statutes or Executive Orders-
Commercial Items", applies to this acquisition [this includes, but is
not limited to, the following FAR clauses: 52.222-26, Equal
Opportunity; 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped
Workers; 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era; 52.222-41, The Government will exercise
the option years IAW with FAR 52.217-9, Option to Extend the Term the
Contract. The Government will give the Contractor a preliminary notice
at least 60 days before the contract expires. The primary notice does
not commit the Government to an extension. The clause at FAR 52.219-6,
"Notice of Total Small Business Set-Aside," applies to this
solicitation. No written copies of this solicitation will be available.
Representation and Certifications will be required. Quotes shall be
submitted in writing on offeror's business letterhead, not later than
