The National Cartography & Geospatial Center, Natural Resources Conservation Service requires the following services for a base period starting approximately 10/1/97 and ending 9/30/98, and an option period which would start approximately 10/1/98 and end 9/30/99, to be performed by a fully operational facility that is adequately staffed to handle the workload within the prescribed time frames and with experience in technical photography, encompassing multi-layer reduction and enlargement, with exact registration and follow-through: Group 1 -- Stripping -- register and strip negatives of maps for composite photographic printing, either contact or projection; Group 2 -- Camera Work -- Max. film size 42" x 72", camera negative or positive on high contrast, clear, stable base ortho film camera direct high contrast matte positive film, camera continuous tone negative, camera halftone negative, on high contract, clear, stable base ortho film with 150 line halftone square dot magenta positive;Group 3 -- Projection Printing -- Maximum film size 42" x 72", projection negative or positive on high contrast clear stable base ortho film, projection high contrast matte positive film, projection prints on Kodabrome II RC medium weight photographic paper; Group 4 -- Contact Printing -- Max. film size 42" x 72", contact negative or positive on high contrast, clear, stable base ortho film, contact high contrast matte positive film, contact prints on Kodabrome II RC medium weight photographic paper, contact continuous tone negative, contact halftone negative on high contrast, clear, stable base ortho film with 150 line halftone square dot magenta positive, contact high contrast photographic print on AGFA Copyline P150 photographic paper; Group 5 -- Color Proofing (individual colors) -- Color Proofs on 3M Color Key material or Dupont Cromacheck materials from negative, scribecoats, peelcoats, etc. Resultant contract is subject to the Service Contract Act and the place of performance is unknown. Wage determinations have been requested for Texas. The contracting officer will request wage determinations for additional localities if asked to do so in writing by September 5, 1997. Prospective bidders must bid for the option contract period as well as the basic contract period. Award as an indefinite-delivery requirements-type contract will be made to the low responsive and responsible bidder which covers both the basic and periods. The Government reserves the right to decide to modify the contract for coverage of the option period for the pricing submitted in response to this solicitation.
