The U.S. Coast Guard Engineering Logistics Center, Baltimore, MD has a
requirement for the overhaul of the 3412 and the 3516 Caterpillar
Diesel Engines to include all labor and material to open, inspect,
report, overhaul, test, package and ship the Caterpillar 3412 DITA Port
Propulsion Diesel Engine, NSN 2815-01-F90-0160, Caterpillar 3412 DITA
Stbd Propulsion Diesel Engine, NSN 2815-01-F90-0159 and the Caterpillar
3516 Diesel Engine, NSN 2815-01-342-4445. A requirements type contract
with one (1) base year and four (4) option years is anticipated for an
estimated quantity of six (6) of each type engine per year. Delivery to
be made to U.S. Coast Guard Engineering Logistics Center, Baltimore, MD
21226-5000. It has been determined in accordance with FAR 6.302-1 that
only Caterpillar, Inc. or their authorized qualified overhaul
facilities, can provide the overhauls to the Caterpillar 3412 and 3516
Propulsion Diesel Engine. Technical data and/or drawings pertaining to
Caterpillar, Inc. are not available within the Government and are
prorietary to Caterpillar, Inc. Negotiations will be conducted solely
with Caterpillar, Inc. or their authorized qualified overhaul
facilities. All responsible sources have been given the opportunity to
submit information describing their capabilities in supply the above
items in issue number PSA-1830 dated April 23, 1997. See numbered note
12, 22 and 26. "This notice is for informational purposes for
Minority, Women-Owned, and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has a program to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime iterest rates to provide accounts receivable financing.
The maximum line of credit is $500,000. For further information and
