Delivery required in Washington, DC eight weeks after receipt of order. (FOB destination). FAR 52.212-1, Instructions to Offerors -- Commercial Items, is hereby incorporated by reference; however, this solicitation is not set aside for small business, but invites full and open competition. FAR 52.212-2, Evaluation -- Commercial Items. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation is the most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the requirement; (ii) offeror's past performance demonstrating timely delivery; (iii) price. Technical capability and timely past performance, when combined, are significantly more important when compared to price. The Government will evaluate offers by adding the total price for all option years to the total price for the initial year. The Government may determine that an offer is unacceptable if the prices for the option years are significantly unbalanced. Evaluation of prices for option years shall not obligate the Government to exercise the options. The Government intends to evaluate offers and award the contract without discussions with offerors. Offeror should include a completed copy of the provision at FAR52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, is hereby incorporated by reference.
