professional veterinary services appropriate to the needs of the EPA
Laboratory Animal Care Program in the research animal facilities,
Research Triangle Park, North Carolina and shall review, evaluate and
make recommendations to EPA on contractor animal care procedures to
assure quality. The Contractor shall be board certified in Laboratory
Animal Medicine by the American College of Laboratory Medicine or
eligible. The services provided shall be as follows: 1. The Contractor
shall provide professional veterinary services to include but not be
limited to items a -- l below, on a regular scheduled attendance
on-site, 2 days per week, primarily Mondays and Wednesdays, 48 weeks
per year, as required to meet the laboratories needs. The contractor
shall be required to work up to nine hours per day. Changes in the
schedule must be approved by the Project Officer. (a.) The Contractor
shall review all Laboratory Animal Project Reviews submitted by EPA
scientists and consult withand make recommendations to EPA scientists
concerning selection of animal models, proper handling and restraint
methods and proper methods of experimental treatment. (b.) The
Contractor shall participate in NHEERL Institutional Animal Care and
Use Committee meetings and advise the Committee on the development of
NHEERL Laboratory Animal Care Program policies and procedures. (c.) The
Contractor shall advise the Laboratory Animal Care Program on
maintaining Accreditation by the American Association for Accreditation
of Laboratory Animal Care. (d.) The Contractor shall consult with the
Laboratory Animal Care Program on the design of it's Permanent
Facility. (e.) The Contractor shall make recommendations concerning the
oversight responsibility for animal husbandry programs. (f.) The
Contractor shall review and make recommendations on the application of
currently accepted measures of prophylaxis and therapy appropriate for
each species of animals. (g.) The Contractor shall recommend procedures
for disease containment and surveillance. (h.) The Contractor shall
review and make recommendations on the humane aspects of animal
experimentation, such as proper use of anesthetics, analgesics and
tranquilizing drugs. (i.) The Contractor shall perform appropriate
surgical procedures as required (approximately 10 surgeries per year)
and make recommendations on proper post-surgical care of animals as
required. (j.) The Contractor shall recommend proper euthanasia
procedures. (k.) The Contractor shall recommend proper procedures for
the operation of a quarantine and isolation facility. (l.) The
Contractor shall make recommendations concerning the oversight
responsibility for quality assurance program. (2.) The Contractor shall
be on-site within 2 hours of notification to provide emergency services
to any animal found to be ill or injured (approximately 5 times per
year). (3.) The Contractor shall provide for emergency back-up coverage
for medical services during periods the contractor is unavailable.
