39 -- NEXT GENERATION SMALL LOADER PROGRAM (NGSL) PROGRAM ANNOUNCEMENT SOL F09603-97-R-70224 POC POC Point of Contact -- Michael Campbell or Walter Wolfe, Contracting Officers, 912-926-7490 The NGSL Program managed by the Warner Robins Air Logistics Center Loader Program Office (WR_ALC/LVA) anticipates release of a solicitation for Phase I of the Program approximately 30 Sep 97. The NGSL program is for a 25,000 pound capacity self propelled cargo transport loader: NSN 3930-01-446-3515CT. The loader should be capable of interfacing with all main deck and lower lobe cargo doors of all commercial and military cargo aircraft. For air transporting on C-130, C-141, C-5 and C-17 military aircraft, the loader should be capable of driving on and off without ramp/cargo bay shoring. The loader will be used to move cargo from loading areas to the aircraft. The loader should be capable of obtaining speeds of at least 15 mph, and have the capacity to traverse paved asphalt, dirt and gravel surfaces covered by sand, rain, mud, sleet or snow. The deck of the loader should have a powered conveyor system, and be compatible with military 463L pallets, type V platforms, ISO containers and rolling stock, and have a deck height service range from 39 to 220 inches. The deck length as a minimum should be capable to accommodate three 463L pallet wit the 108 inched dimension traversing the deck width. All documentation and information pertinent to the program including this synopsis and the resulting solicitation will be posted to the homepage. Questions received from interested parties concerning this requirement as well as the government answers shall be posted to the homepage. The Phase I solicitation contemplates Full and Open Competition for award of up to two (2) contracts to different sources for production of up to three (3) each protype units to be delivered nine(9) months after contract award for test and evaluation. Included in the initial contracts(s) for the prototype units will be operator/maintenance training, on-site contractor technical test support, technical manuals, spares kit, production/manufacturing plan, and a production unit price goal. Phase II of the NGSL program will be limited to the Phase I awardees in accordance with FAR 6.302-1. No telephone request.
