McDaniel, Contracting Officer, (505) 846-8799 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Solicitation Number DSWA02-97-B-0104 is being issued as an Invitation for Bid (IFB). This solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) #90-46. The Standard Industrial Code is 2869 and the business size standard is 1,000 employees. This requirement is for Triethyl Phosphate (TEP), 99.5% grade purity. Line item 001. 61 (55 gal) barrels of TEP to be delivered by 6 Apr 98. Line item 002. 5 (55 gal) barrels of TEP to be delivered by 18 May 98, and Line item 0003. OPTION: Maximum quantity of 68 (55 gal) barrels of TEP to be delivered by 18 May 98 of the actual quantity required for item 003. It is critical that the contractor be able todelivery as stated above. In the event that there is a test schedule slip in line items 001 thru 003, there will be a corresponding day for day in delivery of TEP. Delivery shall be FOB Destination to The Permanent High Explosive Test Site (PHETS), Northern Range of White Sands Missile Range, San Antonio, Socorro County NM 87832. Final inspection and acceptance shall be made at destination. With each delivery, the contractor shall furnish a copy of the product's Material Safety Data Sheet (MSDS). Deliveries will not be accepted at Destination unless the appropriate paperwork is accompanying the merchandise. Provision 52.212-2, Evaluation Commercial Items, applies with paragraph (a) completed as follows: The government intends to award to the responsible offeror whose offer is the most advantageous to the government considering price and price related factors. Contractor shall provide with their bid, three references of either government agencies or commercial entities having purchased the same or similar item (s). Any contract awarded as a result of this solicitation will be a DO-rated order certified for national defense use under the Defense Priorities and Allocations System. Note 1.
