Officer (407) 494-4394 A market survey is being conducted to identify
firms to provide a writing skills program at the Defense Equal
Opportunity Management Institute (DEOMI). This is an academically
structured, first-year, college-level writing program specifically
designed to improve the writing skills of DEOMI's Equal Opportunity
Advisor (EOA) Course students. Contractor shall be required to provide
a program coordinator and classroom instructors/tutors. Workload
estimates are as follows: Conduct writing skills program overview/brief
new class/administer Tests of Adult Basic Education, 3 hours, 1 week,
1 instructor; conduct class, 4 hours each, 10 weeks, 5 instructors;
meet with independent study group, 30 minutes, 10 weeks, 1 instructor;
grade assignments, 5 assignments, 2-4 pages, not more than 100 papers;
conduct the WIN Program, 2 hours, 4 weeks, 1 instructor; and attend
training sessions, 2 hours, 5 instructors. A firm-fixed-price type
contract is contemplated with a one-year basic contract period and four
(4) one-year options. Security clearances are not required. The
applicable SIC code and size standard are 8299/$5M. Firms responding to
this synopsis should provide experience in the form of an outline of
previous projects for specific relevant work completed or currently
being performed including contract numbers, description of the work,
points of contact, and phone numbers; professional qualifications and
specific experience of personnel identified to perform the work; and
any other pertinent information which would enable the government to
assess your firm's capabilities. Conflict of interest rules may apply
which would prohibit participation in related acquisitions. Firms must
respond to this announcement within 30 days from the date of
publication and (1) state whether they are a small or large business
based on the size standard above, and (2) indicate if a small
disadvantaged or woman-owned business, 8(a) firm, or historically black
college or university or minority institution (HBCU/MI). The government
reservesthe right to set this acquisition aside for small businesses,
8(a) firms, or HBCUs/MIs based on the responses received. Firms
responding will be notified of the results of the capabilities
