Code DABT10) This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. Solicitation
No. DABT10-96-R-0036 is issued as a Request For Proposal (RFP). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-32. Solicitation is
a 100 percent small business set-aside, SIC Code 2499, and small size
standard is 500 employees. Line Item : 0001; Estimated Quantity: 4,000
Cubic Yards, for the period 1 Oct 97 through 30 Sep 98. Sawdust, free
of wood, bulk, consisting of Species Southern Pine, 15% bark, sawdust
particles shall not exceed .25 inches and moisture content shall not
exceed 19%. Oral calls will be placed, followed by a written delivery
order, specifying the amount and place of delivery including the name
and telephone number of person to be contacted. Contractor shall
deliver in contractor furnished dump trucks, to designated points in a
manner that prevents: (1) loss of sawdust, (2) contamination of
sawdust, and (3) contamination of the environment. The Contractor shall
unload the sawdust at the designated point. Contractor shall make
delivery within ten (10) calendar days after oral notification by the
Government. Deliveries shall be made between the hours of 8:00 A.M.
through 4:30 P.M. local time, Monday through Friday, excluding legal
public holidays. The Contractor shall furnish the Chief, Supply &
Equipment Division, DPW or his authorized representative with two
copies of each delivery ticket at the time of delivery. Each delivery
ticket shall reflect the order number, contract number, item number
description of supplies and the quantity of all items delivered. The
Contractor shall obtain the signature of a Government representative on
each delivery ticket. This signature will serve as the certification of
receipt of material for payment purposes. The provision at FAR
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition. Submit signed and dated offers to the office specified in
this solicitation. Offers may be submitted on the SF 1449, letterhead
stationary, or as otherwise specified in the solicitation. As a
minimum offers must show: Solicitation Number; time specified in
solicitation for receipt of offers; name, address and telephone number
of offer; a technical description of item being offered in sufficient
detail to evaluate compliance with requirement in the solicitation;
price and any discount terms; remit to address if different than
mailing address; a completed copy of the representation and
certification at FAR 52.212-3; acknowledgement of solicitation
amendments (if any) ; past performance information, to include recent
and relevant contracts; if offer is not submitted on SF 1449, include
a statement specifying the extent of agreement with all terms,
conditions, and provisions included in the solicitation. Offers that
fail to furnish required representations or information, or reject the
terms and conditions of the solicitation may be excluded from
consideration. Offeror agrees to hold the price in its offer firm for
a period of 30 calendar days from the date specified for receipt of
offers, unless another time period is specified in an addendum to the
solicitation. The Government will award a contract resulting from this
solicitation to the responsible offeror whose offer conforming to the
solicitation will be the most advantageous to the Government, price
and other factors considered. The clause at FAR 52.212-4, Contract
Terms and Conditions-Commercial Items, applies to this acquisition.
Changes in the terms and conditions of this contract may be made only
by written agreement of the parties. This contract is subject to the
Contract Disputes Act of 1978, as mended (41 U.S.C. 601-613). Disputes
which is incorporated herein by reference. The clause at FAR 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items, applies and is incorporated into
