Agent, (760) 939-4126 The Naval Air Warfare Center, Weapons Division,
China Lake, CA intends to procure, on other than full and open
competition basis, for five (5) each of ALID Mil-Standard 1553A/B
Interfaces and on-site installation to upgrade the F/A-18 Weapons
System Support Facility's (WSSF) labs to meet the Six Bus Requirement
from the current situation described herein; Current Situation -- There
are seven(7) ALID systems in the F/A WSSF'S labs. In each ALID system,
either five(5) or six(6) ALID 1553 interfaces are combined with the
ALID shared memory in an enclosure that provides power, cooling, I/O
ports, & selection controls. Two ALID systems have six(6) 1553
interfaces each, and five ALID systems have five (5) 1553 interfaces
each., Six Bus Requirement -- Both the 13E and 13C Operational Flight
Programs (OFPs) in the real F/A-18 avionics system support six(6)
avionics buses as a standard. Current testing requirements dictate that
all labs be based on six(6) avionics buses, and therefore that the five
ALID systems currently only supporting five(5) interfaces each be
upgraded to support six(6)dual redundant avionics buses. The interface
required to meet the ALID upgrade requirements will be referred to as
INTERFACE. 1: The INTERFACE must interface the simulation computers to
the F/A-18E/F avionics and armament buses. The 20 Hertz & slower
messages will be transferred via the ALID shared memory; a high
frequency port is required for higher frequency messages. 2: The
INTERFACE shall simultaneously support up to four simulation computers
using VME and QBUS I/O buses, via the shared memory. 3: The INTERFACE
shall synchronize the simulation computers and switch interface to the
major frame (50msec cycle) of the aircraft Mission Computers. Two
synchs are required: 1) An interrupt shall be sent to the simulation
computers at the start of each mission computer (MC) major frame. 2) A
TTL signal shall be asserted at the start of each major frame. The TTL
signal synchronizes other data transfers within the labs performed by
the switch interface. The F/A-18 E/F Interface Upgrade Specifications
is an attachment to the solicitation N68936-97-Q-2794. This has been
sole-source to Design Analysis Associates, Logan, UT for unique and
compatibility reasons. The SIC Code is 3823, Size standard is 750
employees. Any firm believing they can provide these items shall submit
a written response to be received at the Contracting Office no later
than 5 days after the publication of this notice, clearly showing it's
ability to provide the required INTERFACE/On-site installation, which
will be considered by the Agency. All request shall be in writing and
may be faxed to 760-939-4290, or send by mail to NAWCWPNS, Code

to be made on or before 18 Sept 97. This acquisition is being awarded
