732-932-1707 This contract is for the development and delivery of three
(3) four or five-day training courses (Orientation to Third-Party
Contracting, Cost and Price Analysis & Contract Negotiations, and
Contract Administration)and a half-day seminar (Third-Party
Contracting: An Executive Overview)that will improve the grantee's
understanding of third-party contracting and ensure compliance with
federal requirements. The three multi-day courses will be offered to
new professionals and those who are currently engaged in procurement
for federally funded transit agencies, especially those involved with
pre-award planning and negotiations; contract administrators; project
managers; procurement and contracting personnel wishing to improve
their skills; transit suppliers; and FTA regional staff who review
third-party contracting. The one-day executive overview seminar will be
offered to senior level transit executives and board members who are
not engaged directly with procurement activities but will benefit from
a better understanding of the functions and principles of third-party
contracting. The contract will require source lists, course outlines,
curricula and all materials, including a participant resource manual,
presentation of a pilot session and delivery of each course up to
eleven (11) additional times over the three-year life of the
contract(two years plus one option year). NTI will require proposers to
have had experience in dealing with the subject matter as well as
experience in developing and delivering training programs. To obtain a
copy of the complete RFP, send a written request on organization

telephone requests are unacceptable. RFP's will be mailed by
first-class surface mail. RFP's will not be faxed. Requests will be
honored until October 14,1997. Although this is not a set-aside
contract, small businesses, minority-owned businesses and/or
