HOUSING PHASES 3 & 4. PRESOLICITATION NOTICE -- This acquisition is for
the demolition of 51 existing family housing units and the construction
of 51 new units, consisting of 23 duplex and 5 single units at Edwards
AFB, CA. Options will be included for the demolition of an additional
57 existing family housing units and the construction of 44 new units
consisting of 19 duplex and 6 single units. The government's intent is
to provide quality housing comparable to design and features which are
available and being offered in the public housing sector. The new
housing will be for Junior Non-Commissioned Officers. Work is to
include all labor, materials and equipment in connection with, and
demolition of, existing housing units and construction of new housing
units. Demolition will include the shutoff, capping and discontinuing
of existing utilities, asbestos and lead based paint removal,
demolition of the existing units including the foundations, and removal
and transportation of all hazardous and non-hazardous materials to
proper disposal sites off Edwards AFB. Construction of the new housing
units will include but will not be limited to all work necessary to
build new housing units, provide streets, utilities, landscaping,
greenbelt areas, pedestrian and bike trails, recreational areas,
fences, walls and signage. The performance period for the basic
contract (Phase 3) is expected to be approximately 375 calendar days.
The performance period for the option (Phase 4) is 420 calendar days
from the date the option is exercised. The solicitation, plans and
drawings will be issued through the Internet. The solicitation may be
viewed at HTTP://AFFTC_PK.ELAN.AF.MIL/SCRIPTS/XINDEX.ASP. All
notifications of changes to this solicitation shall be made through the
Internet only. It is therefore the contractors responsibility to check
the Internet address listed above daily, for the initial issuance of
the solicitation as well as any posted changes to this solicitation.
Notifications of Amendments will also be made by e-mail. The
solicitation, plans specifications, or drawings will not be provided in
a printed paper format; however, the Government reserves the right to
revert to paper or computer medium when it is determined to be in the
Government's best interest. All proposals, bid bonds, and other normal
documents required for the proposal submittal, including amendments to
the proposal submittal, shall be in paper medium. Electronic medium for
the proposal submittal documents will not be allowed. Specific
questions related to this project must be submitted in writing to
AFFTC/PKAC, ATTN: Beverly Ekimoto, 5 S. Wolfe Ave. Edwards AFB, CA
93524-1185 or by FAX to (805)258-9632. The solicitation will be issued
on or about 30 Sep 97 with a 30 day proposal period. Funding of this
project is contingent on Congressional authorization and appropriation.
The magnitude of this project is between $10,000,000 and $25,000,000.
This acquisition is unrestricted full and open competition and is
subject to the evaluation criteria contained in DFARS 252.219-7008,
entitled "Notice of Evaluation Preference for Small Disadvantaged
Business Concerns -- Construction Acquisition -- Test Program (APR
1996)". Proposals will be solicited on a firm-fixed price basis and
will be made to the offeror with the lowest evaluated price which meets
all the minimum mandatory criteria. A bid-bond in the amount of the
proposed price or $3 million, which ever is less will be required.
Performance and Payments bonds will also be required. The SIC code is
1521 with a size standard of $17 million over the past three years. All
contractors interested in receiving a copy of the solicitation must
register on the INTERNET at the site referenced above or submit a
written request to AFFTC/PKAC, Directorate of Contracting, ATTN:

the request to (805) 258-9632. Those registering are responsible for
the accuracy of the information on the mailing list. Registration must
include the firms physical address, telephone number, fax number,
e-mail address, and a point of contact. Registration should be
completed one week prior to the issue date. Telephone requests to be
placed on the mailing list will not be honored. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns issues,
disagreements, and recommendations to the appropriate Government
personnel. When requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
