update Synopsis No. 20162-96 dated 16 September 1996 for information
purposes only. The Naval Air Systems Command intends to issue a cost
plus contract to McDonnell Douglas Aerospace (MDA)for the Development,
integration, and installation of an Advanced Targeting FLIR (ATFLIR)
into the F/A-18 C/D and E/F aircraft weapon systems. The proposed
contract will be for the Engineering and Manufacturing Development
(EMD) of the ATLFIR with (2) options for the production of a total of
seventy-two (72) Low Rate Initial Production (LRIP) units. As the sole
designer, developer and manufacturer of the F/A-18C/D and E/F aircraft
weapon systems, only MDA has the requisite knowledge, experience and
technical data required to successfully complete the complex
integration without compromise to the aircraft weapon systems, without
causing unacceptable delays in meeting the Navy's operational
requirements and without substantial duplication of the cost to the
Government. Furthermore, only MDA has the F/A -- 18 peculiar
engineering data and expertise, facilities and test equipment to
provide the Government's minimum needs in a timely manner. See note No.
