The U.S. DOC/National Oceanic and Atmospheric Administration (NOAA), Office of Aeronautical Charting and Cartography (AC&C) intends to issue an Request for Proposal (RFP) to replace the Automated Distribution System (ADS) with an Intel-base client/server system which will employ a commercial distribution software package which uses a commercial relational database management system (DBMS) to store and manage all distribution data. Servers will run the Windows NT operating system; client workstations will use the Windows NT and Windows 95 operating systems. This acquisition is 100% set-aside for small business concerns. The Office of (AC&C) uses the ADS to sell and distribute NOAA and National Imagery and Mapping Administration (NIMA) aeronautical and nautical products to government agencies, the public, and approximately 4,000 authorized NOS Chart Sales Agents. The ADS maintains a database of information and inventories on all products; store addresses, billing, and other information for NOAA's approximately 4,000 authorized NOS Chart Sales Agents; tracks order, billing, and address information for over 50,000 customers each year; and maintains current revenue information. The ADS supports the electronic transmission of order filling and shipping information to AC&C's contractor warehouse. The ADS is essential for the timely distribution of date-sensitive charts and publications, which is critical to air and marine navigation safety. The Contractor shall develop, test, and implement any customized software necessary to support the sale and distribution of NOAA's aeronautical and nautical charts and related publications. The RFP specifies the detailed functional requirements for applications software needed to support a new ADS. The software may be an off-the-shelfcommercial system or a combination of custom and commercial software. The specification includes the design, coding, testing, and installation of the custom application software, the integration and testing of all commercial software, and the preparation of system documentation. The proposal shall address the following: (1) List of deliverables such as commercial relational database management system, commercial application software, required modifications and additions to software, and software documentation; (2) Schedule of milestones for completing any modifications to software, purchase and delivery of commercial relational DBMS and application software, custom application software development, installation, integration, testing, documentation, training and system maintenance (1 year following successful testing and Government acceptance). The contract will consist of a twelve month (12) base contract period plus one (1) 1-year option period. Responses should be requested within 30 days.
