The functions include: Base Supply, Motor Vehicle Management, Traffic Management, Communications and Information Management, Real Property Maintenance, Lodging, Airfield Maintenance, Meteorological Services and Transient Aircraft. This contract will be subject to the Service Contract Act and the Davis-Bacon Act and the place of performance is Westover ARB, MA. Solicitation will be issued on an ALL OR NONE BASIS utilizing Lowest Cost (Price)-Technically Acceptable technique. Projected date for issuance of the solicitation is 9 Oct 97. Contract will consist of an orientation period of an estimated 120 days, a basic contract period of 12 months with four priced annual options and a 1-6 month short option. Award is anticipated in FY98. The government intends to issue the solicitation utilizing full and open competition procedures. The Standard Industrial Classification Code is 8744. The size standard is $20 Million. Proposal evaluation will be in accordance with procedures set forth in OMB Circular A-76 and Section M of the RFP. Solicitation will require submission of 4 volumes: Volume 1, Experience/Performance; Volume 2, Financial; Volume 3, Technical; and Volume 4, Cost/Price.
