This is a sole source for the specified equipment because the BDC currently has two mailhandlers identical to the rebuilt mailhandler to be purchased. This current hardware and software are customized to 120 specific BDC applications. The additional equipment will be customized the same as the existing equipment. In addition, users of the current equipment will be able to use the new/rebuilt equipment without additional training, and will be able to switch back and forth between using the current equipment and the new/rebuilt equipment in a transparent way. Also, this equipment has a number of unique features including: a vacuum system for separating and feeding paper of varying sizes and weights; and an inserter that immediately seals the envelopes after insertion.
