Environmental Protection Agency has a sole source requirement for the
maintenance and services to maintain the Finnigan TSQ7000 Mass
spectrometer system. The contractor shall provide all necessary
maintenance, labor, documentation (i.e. service call reports), repair
parts, maintenance supplies, tools, test equipment, and transportation
(including freight charges) necessary to restore and maintain the
Finnigan TSQ7000 Mass Spectrometer system including a Varian 3700 gas
chromatograph in proper operating condition as specified in the
operating and maintenance manual(s) for the system. The contractor
shall provide update software to keep the Finnigan TSQ7000 MS system
current. The contractor shall not be responsible for providing
consumable operating supplies, such as calibration materials,
refurbishing services, pump oil, electron multipliers, CRT's, ion
gauges, glass jet separators, GC columns, filaments, gaskets, ferrules,
sepia, filters, source ceramics, heaters, sensors, injection port
liners and fittings, ion volumes, thermospray vaporizers, DEP emitters,
FAB targets, and all disk and tape magnetic media. The contractor shall
establish and conduct a preventive maintenance inspection program which
ensures that the system covered is operational and available for use
during normal working hours. The inspection program shall meet the
original equipment manufacturer's guidelines. The contractor is
required to perform remedial maintenance after the service call is
placed indicating that system is inoperative or operating with
diminished capability. Once the diagnostic and corrective phases of
maintenance are started, the contractor shall pursue completion of the
services without delay or interruption to ensure that the system
becomes operable within forty-eight (48) hours. The contractor shall
respond to routine service calls for telephone support within one (1)
hour and arrive on-site within seventy-two (72) hours. All services
under this contract shall be performed by manufacturer trained (or
formal training equivalent to manufacturer training), experienced,
English speaking, technically qualified and authorized service
engineers who have completed applicable maintenance training courses.
At a minimum personnel are trained to perform scheduled preventive
maintenance, remedial maintenance, and a thorough knowledge of the

submitted to the Contracting Officer upon request. It is anticipated
that the solicitation will be issued on or about 9/16/97. Offerors
interested in receiving a copy of the solicitation must submit a
written request to the contact point at the address above. Telephone
and fax requests will not be honored. Only one copy shall be sent to a
corporate entity, regardless of the number of requests from one or
more different geographic locations. All responsible sources may submit
