This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Federal Bureau of Investigation intends to negotiate with OrCad, Inc., on a sole source basis, for the purchase of two copies of Enterprise Designer Suite Plus software, two software upgrades from OrCad Capture Enterprise Edition to OrCad Express Enterprise Edition, one software upgrade from PCB 386+ to OrCad Layout Plus, three 12 month maintenance plans for OrCad Layout Plus, and four 12 month maintenance plans for OrCad Express Enterprise Edition. These items will be delivered to the Federal Bureau of Investigation office located in Quantico, Virginia. This will be a firm-fixed price contract. This solicitation document, incorporated provisions and clauses are those in effect through FAC 90-46. The proposed procurement will be conducted under the Simplified Acquisition Procedures (SAP) for other than maximum competition. This is a small business-small purchase set-aside. The Standard Industrial Classification (SIC) 5045, and the size standard is based on employees numbering less than 500.
