a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only request for quote (RFQ), a written RFQ will not be
issued. (ii) The subject solicitation numbers are F11623-97T3833 and
F11623-97T3834.(iii) This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. (iv) This solicitation is reserved as a small business
set-aside and the associated standard industrial classification code is
2591 and the small business size standard is 8744.(v) A breakdown of
contract line item number(s) and items, quantities and units of measure
for solicitation F11623-97T3833 goes as follows: Services non-personal:
Contractor to furnish all transportation, labor, equipment and
materials to purchase and install wooden blinds on 21 windows. a)
Windows are in 4 bedrooms, living room, dining room, bathrooms and
kitchen and dining area.Blinds shall conform to the following
specifications OR be of equal specifications. b) Blinds shall have 1"
or 2" slats. As determined by the resident. c) Color: #85, Pecan or
Russet-Country woods by Hunter Douglas. d) Approximate sizes of windows
are as follows: 44" W x 53" L (6 each), 57 1/2"W x 37"L (1 each), 31
1/2" W x 53" L (1 each), 26"W x 37"L (1 each), 36" W x 53" L (4 each),
22"W x 45"L (4 each), 33"W x 45"L (2 each), 26"W x 45"L (2 each).
Contractor shall verify all window measurements prior to submitting
bid. e) Blinds shall be installed in accordance with accepted practice
of the trade. f). Existing shades shall remain property of the
government. Work area shall be left in a clean and neat condition. (vi)

-- SCOPE OF WORK: Services non-personal: To furnish draperies and
mini-blinds, to include fabric, lining, fabrication, drapery hardware,
final measurements and installation for Dormitory (Bldg) 1830 at Scott
AFB IL. Dimensions shown in this proposal are nominal for estimating
purposes. The building is presently under construction with an
estimated completion date of 20 Oct 97. DRAPERY FABRIC -- Draperies and
.mini-blinds shall conform to the following specifications OR be of
equal specifications. A. Dormitory Room-Pattern: O'Brien, Color: Bone
Contents: 100% Dacron Polyester B. Kitchen Area: Pattern: Norheim,
Color: Taupe, Contents: 100% Dacron Polyester. LINING -- Pattern: Soft
Blackout, Color: Off White, Width: 54", Contents: Cotton/Polyester
Blend. Mini-Blind: 1" Hunter Douglas Horizontal Color: C269 Chenille,
inside mount with valance. FLAME RETARDANCY REQUIREMENTS: All drapery
and lining materials must be flame retarding and comply with NFPA scale
test. If fabric and lining materials submitted are not already flame
retarding complying the NFPA scale test, then they shall be chemically
treated to be flame retarding comply with NFPA scale test. A
certificate of flame retardancy shall be furnished to the contracting
officer prior to installation of any drapery and lining materials.
DRAPERY/MINI-BLIND HARDWARE: Furnish and install a hand traverse track
system(baton draw system), designed for commercial and institutional
applications for all windows listed in scheduled; batons to be
included. Style: Kirsch, Architrave Series Track #94003 Baton Draw
System-Wall Mount. To include: all hardware mounting supports and
brackets necessary. INSTALLATION OF DRAPERY AND DRAPERY/MINI-BLIND
HARDWARE: All work hours shall be coordinated the Dormitory
Superintendent, Msgt Danny Adams, (618) 256-3430, or person who he may
designate, at least 24 hours in advance. Contractor shall be
responsible for the removal of all debris, including all wrappings,
boxes, strings, and any other trash related to drapery/mini-blind and
drapery rods. All such refuse shall be hauled away from the job site by
the contractor. SPECIAL PROVISION: Each Offeror shall be responsible
for visiting the site of the proposed work, fully acquaint and
familiarize himself/herself with the conditions as they exist, and the
character of the operations to be carried on under the proposal and
make such investigations as he/she may see fit so that he/she shall
fully understand the facilities, physical conditions, and restrictions
attending the work under the proposal. Each Offeror shall also
thoroughly examine and become familiar with the specifications and
associated fabrics. By submitting a proposal, the offeror agrees that
he/she had carefully examined the specifications, associated fabrics,
and the site, and from his/her own investigation he/she has satisfied
himself/herself as to the nature and location of the work, the general
and local conditions and all matters which may in any way affect the
work or its performance, and that as a result of such examination and
investigation he/she fully understands the intent and purpose of
offering. Any failure by the offeror to acquaint himself/herself with
the available information will not relieve him/her from responsibility
for estimating properly the difficulty or cost of successfully
performing the work. DRAPERY SPECIFICATIONS: General; a) Offeror should
visit the site and carefully examine the windows and take all
measurements at the site so as to familiarize themselves with existing
conditions and satisfy themselves as to the nature and scope of the
work and the difficulties that attend its execution. Any failure by the
offeror to acquaint himself/herself with the available information will
not relive hi/her from responsibility for estimating properly the
difficulty or cost of successfully performing the work. b) The offer is
to include all ceiling and/or wall reinforcements, removal of existing
rods, brackets, and/or blinds, patchwork necessary due to removal of
hardware, and any other labor and material costs required to produce a
quality and esthetically acceptable installation. c) A measurement
time should be set up in advance with the Dormitory Superintendent,
Msgt Danny Adams at (618) 256-3430. Submittals: a) Any substitution of
fabric, content, coloration, style or pattern of fabrics specified
must be submitted to HQ AMC/CECD, Interior design Center, Bldg 40 west,
Scott AFB IL 62225-5026 for approval. Sample of substitution(s) must be
a minimum of six inches (6") by six inches (6' and be accompanied with
manufacturer's verification of fire retardancy. b) Quotations must be
submitted showing total cost of finished drapery, mini-blinds, rod and
installation as separate line items. Fabrication: a) All measuring,
fabricating, and installing must be done by the same company, or
subcontractors hired by the fabricator. b) Exact measurements must be
taken at the site by the contractor. Finished sizes for all draperies
must be verified with HQ AMC/CEC D prior to fabrication. c) No quarter
widths shall be used, only half widths or full widths. d) Draperies
shall be minimum of 2-1/2 fullness, unless otherwise specified e) The
same width of lining fabric and drapery fabric is to be used, i.e., 54"
fabric=54" lining. f) All draperies shall have off white (3 pass )
blackout lining sewn into the side hems and headings (unless specified
otherwise). g) Pattern shall match at all seams and closures. h) All
seaming shall be serged with an interlock safety stitch (French felled
with two rows of stitching), none of which shall be visible from the
face of the drapery, nor shall any raw edges of fabric be exposed. i)
Salvages shall be cut off and not incorporated in seams or side hems.
j) All thread is to match as closely as possible the material on which
it is used. k) Bottom hem of draperies shall be 4" wide, full double
folded and blind stitched by machine. l) Bottom hem of lining shall be
2" wide, full double folded and blind stitched by machine. m) The
bottom hem of lining to be 1-1/2" above the bottom hem of draperies. n)
All draperies are to be tabled for squareness.o) Side hems to be 1-1/2"
wide, full double folded and blind stitched by machine. p) All corners
and seams to be weighted with 1" square covered weights. q) Side hems
and center closures shall hang straight r) The 4" double heading
should be fabricated using a 4" non-woven heavy-duty crinoline s)
Headings shall be standard 3-fold pinch pleats (French Pleats), unless
otherwise specified.t) No seams will be placed in the pleats of
draperies, they shall be in the space between pleats. u) Hook settings
should be at the appropriate position for the type of rods specified.
v) Correct hooks should be used (Kirsch 1012k or equal) to prevent
chemical reaction to flameproof solution. w) Draperies shall have ample
overlap at closure (minimum 4").x) Correct return size for over
draperies must be figured leaving no exposed brackets. y) All yard
goods must be unrolled and checked for flaws upon receipt. Flawed goods
shall not be cut or fabricated. Flawed goods must be returned to the
vendor. Hardware Installation: a) The installer shall provide all
fasteners, such as screws and anchors. The installer must also provide
the tools necessary for a secure and proper installation. b)The type
of mount (ceiling, wall, inside, etc.) shall be determined on an
individual basis and specified in the contract. c)The installer shall
use the correct number of brackets and supports as specified by the
hardware manufacturer. d)Cords to be on right hand side of drapery with
cord tension pulley attached to wall and concealed by drapery.
Howerver, they must also allow easy access for operating. Before
installation the rods, the drapery length should be verified to prevent
any dragging or catching on the floor or other obstruction. e)An
installation time should be set up in advance with the dormitory
superintendent, Msgt Danny Adams at (618) 256-3430, to facilitate a
convenient and efficient installation schedule. f)Responsibility for
moving large furniture or accessories which block access to the window
area or hamper installation shall be that of the user unless specified
otherwise. g) If there are areas which prohibit installation during
conventional working hours, the installer will be made aware of this at
the time of the "appointment" is scheduled. Drapery Installation a)
Hook settings should be taken care of by the fabricator; however, when
adjustments need to be made on site, the installer shall be
responsible. b) The installer shall break the crinoline to allow for
proper draw of draperies. c) Draperies are to befan folded and
protected by a plastic cover during transpiration to installation site.
To be delivered to Scott AFB, IL not later than 20 October 1997.DFARS
provision 252.211-7003, Brand Name or Equal, applies to this
solicitation. Offeror shall include manufacturers name, brand, model/
part no. for or equal evaluations. Federal Acquisition Regulation
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition. FAR provision 52.212-2, Evaluation-Commercial Items,
applies and quotes shall be evaluated for fair and reasonable price,
technical acceptability, adherence to applicable clauses and
provisions, and satisfactory performance record. A completed copy of
the provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items must be submitted with quote (copies
will be provided upon request). (xi) FAR provision 52.212-4, Contract
Terms and Conditions-Commercial Items applies. (xii) FAR provision
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items applies .(ix) In accordance with
FAR provision 52.222-41 Service Contract Act of 1965,52.222-26 Equal
Opportunity and 52.225-3 Buy American Act are hereby incorporated into
this solicitation. (xvi) In accordance with the Service Contract Act,
Wage Determination No. 94-2309 Revision No. 6 datedf 12/12/95 is
hereby incorporated into this solicitation. (xvii) FAR clause 52.237-1,
Site Visit, applies to this solicitation. (xviii) ADDENDUM: FAR clause
52.212-4 (o), Contract Terms and Conditions-Commercial Items
Warranties-The Contractor warrants and implies that the items delivered
hereunder are merchantable and fit for use for the particular purpose
described in this contract, applies to this solicitation. FAR Provision
