synopsis/solicitation for commercial items, prepared in accordance with
the format in FAR 12.6, as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation and a separate written solicitation will not be issued.
This solicitation, No. RFQ-70209-NV will include all applicable
provisions and clauses in effect through FAR FAC 90-46. The acquisition
is being made in accordance with the test program for using simplified
procedures for certain commercial items authorized in FAR 13.6. The
solicitation is set-aside for small businesses. The Standard Industrial
Classification Code is 3826 and the business size standard is 500
employees. Requirement: The National Cancer Institute is soliciting
quotations for a laser scanning confocal microscope system with light
source optical package that is compatable and whose parts are
interchangeable with an existing Olympus inverted phased contrast and
florescent objectives microscope system and an existing high resolution
color spot digital camera with appropriate software. The system must
include the following: (1) complete microscope, laser and image
acquisitions workstation; (2) air cooled Ar Laser; (3) point scanning
method via galvanometer mirror scanners (both X and Y); the scannier
must be coupled directly to the microscope for maximum quantum
efficiency; (4) scanning field of view is 20 mm, either square or 3:4
ratio; (5) two photomultipliers for image detection; (6) three channels
available (channel 1, channel 2, and transmitted light detector).
Transmitted light detector unit must be currently available and
demonstratable; (7) laser attenuation via ND filter wheel (100, 50, 20,
6, and 0% transmission); (8) five position pinehole wheel (60, 100,
150, 200, and 300um diameter); (9) seven scan modes available (X-Y,
X-Z, X-T, X-Y-Z, X-Y-T, X-Z-T, X-Y-Z-T); (10) zoom range from 1X-10X
with .5X steps; (11) 12 bits/pixel image data bit depth; (12) pixel
resolution and scanning speed: 1024X 1024 = 3.3 TO 158 SEC., 1024 X 768
= 2.5 TO 119.4 SEC., 800 X 600 = 1.6 TO 76.7 SEC., 640 X 480 = 1.1 TO
51.3 SEC., 512 X 512 = 1.2 TO 53.1 SEC., 320 X 240 = 0.6 TO 24.7 SEC.,
256 X 256 = 0.6 to 23.1 SEC.; (13) Z-axis stepping motor with minimum
step of 0.1 um; (14) acquisition control has auto sensitivity feature
(gain and offset control) manual PMT voltage control, offset and gain
control are also available; (15) image format 16 BIT multi TIFF, 8 BIT
TIFF/BMP, 24 BIT TIFF/BMP; (16) complete image acquisition, processing
and display software; (17) complete installation and training. The
equipment shall have a minimum warranty period of one (1) year,
including parts and labor. Delivery shall be made F.O.B Destination,
inside delivery, no later than 90 days after receipt of order Offerors
must provide descriptive literature, warranties, and/or other
materials that demonstrate that their offer meets the foregoing
requirements. The contract will be awarded to the responsible offeror
with the lowest-price offer that fully meets the requirements of the
solicitation. This solicitation incorporates the provisions at FAR
52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, and at FAR
52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL
ITEMS. The latter provision includes the DUNS Number Addendum. The
resulting contract will incorporate the requirements of the clause at
FAR 52.212-4, CONTRACT TERMS AND CONDITIONS -- COMMERCIAL ITEMS, and
the requirements contained in paragraphs (a) and (d) of the clause at
FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT
STATUTES OR EXECUTIVE ORDERS -- COMMERCIAL ITEMS -- DEVIATION FOR
SIMPLIFIED ACQUISITIONS. The contract will also incorporate the
following FAR clauses cited in paragraphs (b) and (c) of the latter
clause: FAR 52.222-26, EQUAL OPPORTUNITY; FAR 52.222-35, AFFIRMATIVE
ACTION FOR SPECIAL DISABLED AND VIETNAM ERA VETERANS; FAR 52.222-36,
AFFIRMATIVE ACTION FOR HANDICAPPED WORKERS; FAR 52.222.37, EMPLOYMENT
REPORTS ON SPECIAL DISABLED VETERANS AND VETERANS OF VIETNAM ERA; and
FAR 52.225-3, BUY AMERICAN ACT -- SUPPLIES. Offers are due September
25, 1997 12:00 p.m. EST. Facsimile submission is not authorized. Offers
must be in writing and should be submitted as follows: (1) one original
and two copies of a completed SF 1449, signed by an individual
authorized to bind the organization; (2) a Schedule of Offered
Supplies/Services containing pricing for the system being offered,
published price lists (if applicable), and a delivery schedule; (3)
completed Representations and Certifications -- Commercial Items, with
DUNS Number addendum; (4) descriptive literature indicating that the
offer meets the stated requirements; (5) acknowledgment of amendments,
if any. The Representations and Certifications must be signed by an
