COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 9,1997 PSA#1926SOFTWARE CAPABILITY EVALUATION CONSORTIUM MEETING On 15 October 97, a
meeting of the government-wide Software Capability Evaluation
Consortium will be held at Hanscom AFB, MA. This meeting will include
interested industry representation as well as government agency
representation. The objective is to present the proposed DoD
application of the SCE Reuse. Electronic Systems Center (ESC) Software
Center established a Software Capability Evaluation Consortium made up
of DOD and non-DOD Government agencies. This Consortium was formed in
May of 1997 to expand the work of a Tri-Service Group, headed by the
Software Center, which promoted the use of Software Capability
Evaluations (SCEs), reuse of SCE results and worked to improve
consistency in application of the SCE method. Toward this goal, the ESC
Software Center has developed a process for SCE Reuse which is
published in ESC-TR-96-145, Reuse of Software Capability Evaluation
(SCE) Volume I: Concept of Operations and Volume II: Procedures. On 25
July 97, Mr. Noel Longuemare, Acting Under Secretary of Defense
(Acquisition and Technology), assigned the System Engineering Steering
Group (SESG) primary responsibility for furthering development of the
initial framework. Initially, the framework will be strengthened in
the area of sharing of software capability. In turn, the SESG
established the SCE reuse Group (SRG) to accomplish this objective. The
SRG is addressing the software capability evaluation reuse issues in
two phases. In Phase 1, the SRG will focus on the reuse of SCEs in
source selection as it is applicable across the DoD. In Phase 2, the
focus will be to include other types of software capability evaluations
and their use in all stages of software acquisition. The SRG is
revising the ESC SCE Reuse Concept of Operations and Procedures
documents to reflect the two phased approach. Phase 1 is to be
completed by 24 Oct 97. Interested companies should notify the Software
