58 -- COMMUNICATION EQUIPMENT SOL F09609-97-Q-0021 DUE 102697 POC Tom Dobeck (770) 919-5783 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F09609-97-Q-0021 is hereby issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect in the FAR dated June 1997. The procurement is 100% Small Business Set-aside and will follow simplified acquisition procedures in FAR Part 13. The applicable SIC code is 3669 with a size standard of 750 employees. The following items are required: CLIN 0001 Provide a multiplexed automated telephone system. Components of the telephone system include portable handsets (14 each), bulkhead unit (1 each), general purpose interface unit (1 each), highway terminators for cable (1 each), field cable (1mile spool) and reeling machine (1 each). This system must be a secure field telephone system using state-of-the-art digital technology. It must provide complete integration and compatibility with existing manual landline (TA312/SB22) system as well as affording the capability to interface commercial telephone trunks and the Scope Shield II radio. The system must be easy to install for rapid deployment and should not require wiring stripping to connect other users. It must be a switchboard-free operation. The system must be virtually maintenance free and only require that operators perform basic operator checks and battery replacement. A one-year warranty including all costs for labor, travel, parts, equipment, materials and transportation shall be required. Warranty starts from the date of acceptance by the Government. Quotes shall be submitted "FOB Destination" with all shipping and handling cost included in the price for CLIN 0001; inspection and acceptance will take place at destination. Delivery destination shall be NAS JRB, Fort Worth TX. Evaluation of quotes will be in accordance with FAR Clause 52.212-2, Evaluation-Commercial Items, based on price. Quotes shall include a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, and shall indicate earliest date that delivery can be made. FAR Clause 52.212-4, Contract Terms and Conditions Commercial Items, shall apply without addenda. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, shall be incorporated into any contract resulting from this notice. Applicable clauses cited in 52.212-5 are 52.219-14, 52.222-26, 52.222-35 and 52.225-3. All interested firms should submit a quote.
