E. Mason, (301) 757-5898 The Naval Air Systems Command and Program
Manager for Tactical Control Systems (PM-TCS) invite potential offerors
to attend a Brief to Industry to be held at the Calvert Marine Museum
in Solomons Island, MD on 07 October l997 at 1300 hours. In response to
an Office of Secretary of Defense (OSD) initiative to provide Joint
Warfighting Commanders with an interoperable and scaleable command,
control, communications and data dissemination system for the family of
tactical Unmanned Aerial Vehicles (UAVs), the Program Executive Office
for Cruise Missiles and Joint UAVs (PEO(CU)) has established a UAV
Tactical Control System (TCS) acquisition program with a three phase
development schedule. The objective of the TCS program is to use common
hardware and software already in the Department of Defense (DOD), to
facilitate the integration of control functionality for a diversity of
tactical UAVs, and to be interoperable with all existing and future
tactical UAVs. Accomplishment of these goals within the established
schedule will require rapid definition of the integration and
interoperability requirements. Demonstrations during scheduled military
exercises will be conducted on a regular basis to generate early user
input and evaluation. The main functions of the system integrator
include, but are not limited to 1) maintain an installation schedule,
2) support the installation process for the Army, Navy, Marine Corps,
and Air Force Systems, 3) integrate GFE hardware, GFE software, and
contractor procured hardware into a deployable system, 4) checkout of
each deployed system, and 5) support other TCS Integrated Product
Teams. The purpose of this Brief to Industry is to relay technical
information to potential offerors in order to solicit information and
feedback from industry for potential solutions to the TCS integration
parameters. The results of this brief will also serve as the basis for
establishing the initial bidders list and will provide essential
information on whether or not adequate competition exists to compete
this effort. The Government intends to electronically release a draft
solicitation under full and open competition in Oct l997 for a System
Integration Contractor to support TCS installations during FY99 and
beyond. Other follow on Briefs to Industry are planned for early
December at the Naval Surface Warfare Center, Dahlgren Division in
Dahlgren, VA, and the Joint Technology Center/Systems Integration
Laboratory in Huntsville, AL. All organizations should limit their
attendance to three (3) individuals one of whom should be a technical
