111497 POC Contract Specialist Ron Donez (Site Code DACA05) The U.S.
Army Engineering District, Sacramento, intends to issue an Indefinite
Quantity contract for Storage Aids and Materials Handling Systems for
Department of Defense locations Stateside and Worldwide with a base
year not to exceed $2.5 million dollars and two one-year option periods
(to be exercised solely at the Government's discretion) for the same
amount. Delivery orders will be issued under the contract. The minimum
guarantee amount of the base year is two percent of the not to exceed
amount; minimum amount for each option is one percent of the not to
exceed amount. All equipment, materials and labor necessary to complete
the installation of these items will be required under Delivery Orders,
as well as performing inspections and tests and adjusting the system
and providing instructions to Government personnel. The acquisition
method is negotiated procurement. A technical and cost proposal will be
required. Evaluation by the Government will result in selection of firm
that represents the best value to the Government. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 55.0% for small business, 8.5% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. Solicitations for this project must be
ordered by the CUT OFF DATE of 3 October 1997, to ensure receipt of
solicitations. Orders received beyond the CUT OFF DATE, 3 October 1997,
will not be honored. There is NO CHARGE for the solicitations. Because
a limited number of solicitations will be reproduced, copies are
limited to one set per firm. Plans and specifications will be mailed
out on or about 8 October 1997. Requests may be submitted by FAX, mail
or in person to USAED, Sacramento, ATTN: Plan Room, 1325 J Street,
Sacramento, CA 95814. Do not address to the contract specialist for
this will delay your order. Firms are requested to provide their name,
street and mailing address, telephone number and FAX number, and the
solicitation number of the project. All responsible sources may submit
a bid/proposal which will be considered by the agency. See Note 26.
