synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. The
announcement constitutes the only solicitation; proposals/bids are
being requested and a written solicitation will not be issued. This
solicitation is being issued as a Request for Quotation (RFQ) #70522,
the provisions and clauses incorporated are those in effect through
Federal Acquisition Circular #90-46. This solicitation is under the
Simplified Acquisition Procedures (SAP) FAR Subart 13, including the
Test Program, and is unrestricted. The Standard Industrial
Classification (SIC) Code is 3826. This will be a Firm-Fixed Price RFQ
for one (1) Matrix Assisted Laser Desportation ionization Time-of-
Flight Mass Spectrometer System (MALDI-TOF). The MALDI-TOF system shall
consist of: a linear time-of-flight mass analyzer using a 337 nm
nitrogen laser, software and instrumentation for delay extraction,
computer-controlled positive and negative ion capabilities, automatic
introduction of sample plate containing at least 100 sample spots,
automated data acquisition and data analysis including multipoint
calibration software, ion beam guide the entire length of the flight
path, acceleration voltage up to 25 kV, video camera and monitor for
viewing of samples during analysis, a stand alone pentium or better
personal computer with Windows-based operating system, operate on
standard 110V power supply, require minimum laboratory bench top space
(preferably 4 square feet or less-excluding computer), true X-Y
control of laser sampling position, air cooled turbo pumping, a
compatible microfraction collector, software upgrades for a year, one
year warranty, and system installation, start-up and training. The
evaluation of quotations shall be based solely on information furnished
by the vendor. The purchasing activity is not responsible for locating
or securing any information which is not identified in the quotation
and reasonably available to the purchasing activity. To insure that
sufficient information is available, the vendor must furnish as a part
of his quotation all descriptive material (such as cuts,
illustrations, drawings, or other information) necessary for the
purchasing activity to determine whether the product meets the
characteristics of the requirement. The following FAR Provisions and
Clauses are incorporated by reference and apply to this acquisition:
FAR Provision 52.212-1 Instructions to Offerors-Commercial Items (Oct
1995), FAR Clause 52.212-4 Contract Terms and Conditions-Commercial
Items (May 1997), FAR Clause 52.212-5 Contract Terms and conditions
required to Implement Statutes or Executive Orders -- Commercial Item
(August 1996), and FAR Provision 52.2127-2 Evaluation -- Commercial
Items (Oct 1995), the following factors shall be used to evaluate
offers: Technical Capabilities, Past performance and Price. Technical
capability and past performance, when combined, are significantly more
important than price. In regards to Past Performance, each offeror
must submit information on at least three government/commercial
contracts for MALDI-TOF systems. Information regarding these previous
contracts should include but is not limited to name of company/agency,
date awarded, contract award amount, contract number,
company/government point of contact, phone number and address. Each
offeror shall include a completed copy of FAR Provision 52-212-3
Offeror Representations and Certifications -- Commercial Item (Jan
1997). Representation and Certifications can be obtained via the
Internet at http://www.far.npr.gov. All bids shall be submitted to the
address listed on line number seven no later than 11:00 a.m. EST,
September 29, 1997. Bids can also be faxed to (202) 324-8031. The award
will be made to the responsive, responsible offeror submitting the
lowest price technically acceptable offer and meeting all the terms and
conditions set forth in this solicitation. Award to be made by
