The following Federal Acquisition Regulation (FAR) Clauses are applicable unless otherwise noted. FAR Part 52.212.-1, 52.212-4, FAR 52.21.-1(b) (8) is deleted. The associated standard industrial classification code (SIC) is 3845. This action is 100% small business set-aside. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation package will not be issued. Solicitation number 97-Q-39 is issued as a request for quotations. All references to "offers" are understood to be "quotations" The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. Award will be made to one offeror who fully meets requirements for the equipment. This is a Firm Fixed Price requirement. Requirement is brand name or equal. Any equivalent product must meet the biphasic external defibrillator requirement. Offerors submitting a quote of an equivalent product shall submit sufficient information on the product for the Government to make a determination that the product actually may be substituted for the Heartstream Forerunner, Biphasic External Defibrillator and fulfill the same functions. The US Secret Service has a requirement to purchase ten (10) each of a Heartstream Forerunner, Biphasic External Defibrillator EOI -- ECG Display Capability with the following accessories: 1) 8 packs, DP6 -- Conductive Pads; 2) 16 each, BT1 Battery packs; 3) 10 each, VC1 -- Event Recording Modules; 4) 10 each, CC01 -- Soft Carrying Case w/Quick Reference Card; 5) 2 each, PC Training Card with users Guide TC-01; 6) 1 Roll, Mannequin Adapter. The contractor shall deliver the complete quantity; i) FOB Destination; (ii) within thirty (30) days ARO; (iii) delivery shall be made to ; US Secret Service, 9200 Powder Mill Road, R-2, James J Rowley Training Center, Laurel, Maryland 20708-9701, Attn: SA Mike Zens. Inspection and acceptance shall be at destination. The Government intends to award a contract, to the responsible offeror whose quotation conforming to the specifications will be the most advantageous to the Government. The Government anticipates an award on or about September 30, 1997. All responsible offerors shall mail quotes to the US Secret Service, 1310 L St., N.W. Procurement Division, Suite 730, Washington, DC 20223, Attn: Stephanie Gales; before 3PM, September 22, 1997.
