NASA/GSFC plans to issue a Request for Quotation RFQ5-37409-919 for an off-axis parabolic mirror blank and front surface flat mirrors blank (see RFQ for specifications). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from SORL (Lambda/Ten) Corporation. The highest quality optical mirrors are needed for this project (DCATT AFT Optical Bench for the Next Generation Space Telescope). During a previous project (HST/STIS) only mirrors manufactured by SORL (Lambda/Ten) Corporation were able to satisfy the stringent specifications for surface quality and accuracy. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 15 days from the publication date of this synopsis on the NASA Acquisition Internet Service (NAIS) to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
